STATEMENT OF WORK

ELECTRICAL POWER TRANSMISSION SYSTEM REHABILITATION

Farallon National Wildlife Refuge June 30, 2015

1. GENERAL: The U.S. Fish and Wildlife Service, the San Francisco Bay National Wildlife Refuge Complex, has a request to rehabilitate the electrical power transmission system on the Farallon National Wildlife Refuge (NWR) off the coast of San Francisco, California. The contractor must have the proper training and accreditation to be able to replace all electrical conductors, conduits, pull switches, panel boards, pull boxes, junctions and splice boxes and any other electrical appurtenances in accordance to all applicable federal, state and local Occupational Safety and Health Administration (OSHA), National Electrical Code (NEC) and National Fire Protection Association (NFPA) requirements.

2. BACKGROUND: The Farallon NWR is located on a small group of islands in the Pacific Ocean about 27 miles west of San Francisco, California. Farallon NWR is within the boundaries of the city and county of San Francisco, California. In this instance the city and county are of the same name and are essentially a single governmental entity.

The electrical facilities are located on Southeast Farallon Island (SEFI) in the Farallon NWR.

The SEFI electrical system contains approximately 1,600 feet of conductors and conduits transmitting both single phase 120/240-volt and 3-phase 120/208-volt power to Refuge facilities. Most of the electrical system equipment on SEFI originates from the 1950s era or earlier. The system is almost 50 years old, antiquated, showing signs of corrosion, and unsafe due to improper repair work over the years. Primary power is generated by a photovoltaic system with generator backup.

3. SCOPE: The contractor shall rehabilitate the electrical power transmission system on Farallon NWR in order to restore it back to a safe and fully operational condition. More specifically, the contractor shall provide all labor, equipment and materials necessary to perform the following tasks:

a) Replacement of conductors and conduit for the East Landing derrick electrical system.

This includes replacement of the above ground conduits supports and vault systems.

b) Replacement of conductors and conduit for the Carpentry Shop and Pump House electrical systems. This includes replacement of the above ground conduits supports and vault systems. Replace with conductors with sufficient capacity to allow the operation of various power tools. See Appendix A for list of power tools and electrical ratings.

c) Replacement of conductors and conduit for the Lighthouse electrical systems. This includes replacement of the above ground conduits supports. Replace with conductors with sufficient capacity to allow the operation of various telecommunications equipment.

Provide an option for new conductors inside a conduit routed between the vault at the Coast Guard House (Quarters 50 & 51) and the Lighthouse (Light Tower).

SOW Farallon Electrical Rehab

d) Replacement of electrical conductors, conduits, junctions, load centers, and switches within the Powerhouse to meet current code requirements and withstand harsh marine environment.

e) Replacement of East Landing electrical panel box and load center to meet current code requirements and withstand harsh marine environment.

f) Replacement of conductors and conduit from the Powerhouse to the residences to meet current code requirements and withstand harsh marine environment. This includes replacement of the underground conduits supports and vault systems.

g) For all conduit replacement tasks provide bids for an option to use epoxy coated steel conduit, another to use PVC conduit, and any other additional recommended options that will withstand the harsh marine environment. All options shall include careful planning for installation techniques that can overcome thermal expansion. The conductors shall also be “marine rated” where warranted. Submittals to also include designs and drawings stamped by a professional electrical engineer. All designs and material shall meet OSHA and NEC standards.

h) Submit product information on all materials and equipment to be installed for approval by the FWS before installing into the system.

i) Provide an updated one-line schematic diagram showing the as-built conditions of facilities that were rehabilitated as part of this project. The diagram at minimum shall show the size/gage of the wire, number of wires, the type of wire, the size of the conduit, material type of the conduit, the panels, the load centers and their schedules.

The diagrams shall be on 8.5” x 11” paper or larger and shall be laid out in a legible, readable format. Provide one hard copy set of diagrams and one electronic copy in pdf format.

j) The contractor shall take into account using materials and construction techniques that are sensitive to the critical habitat on the Refuge.

k) Traveler Delay Rate. Lump Sum per Day per Traveler: Show daily rate per traveler to be used for pricing in the event allowable delay expenses are incurred; such as inability to leave the island due to weather or sea conditions.

l) Alternative Demobilization Transport. Lump Sum per Trip: Show rate per trip to charter alternative transportation (i.e. helicopter) to demobilization crew and equipment completely off island if USFWS provided transportation is delayed for indefinitely at the end of the project. The decision to use this alternative transportation shall be approved by the CO.

m) Additional “add on” task items if funding permits include the following:

1) Design and install new and upgraded electrical load center for power distribution within the Lighthouse. This will provide conventional circuit protection in order to provide sufficient over current and electrical fault protection to equipment and/or persons servicing the equipment.

2) Replacement of the Refuge’s facilities electrical panels and load centers to meet current code requirements and withstand harsh marine environment.

4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The electrical power system requiring the work is located on Southeast Farallon Island of the Farallon National Wildlife Refuge, San Francisco County, California.

This project would need to be completed between the approximate dates of August 16th of one calendar year and March 15the of the following calendar year due to wildlife restrictions.

Additional work during other times of the year shall be scheduled, planned and arranged with the USFWS.

5. INSPECTION AND ACCEPTANCE: The work shall be done in accordance to all applicable OSHA, electrical, Life Safety requirements and any other applicable federal, state or local regulations. The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. But quality control and adherence to all contract requirements are still the responsibility of the contractor.

6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:

Any historical information associated with the electrical transmission system in question such as construction drawings, specifications, and information of other work recently completed shall be made available upon request.

Additional information:

a) Depending on weather and availability, the USFWS can provide charter boat transportation to and from the mainland and SEFI at the beginning and end of any project cycle. If it can be shown to be cost effective, contractor shall be responsible for their own helicopter transportation to and from the mainland and SEFI at the beginning and end of any project cycle scheduled after August 15 and prior to March

15. During the rest of the year, or if a helicopter is not available, the USFWS shall provide boat transportation to and from the mainland and SEFI unless otherwise agreed upon in advance. Any additional transportation to and from the island during the project shall be arranged by the contractor at his/her expense. A final written transportation itinerary shall be approved by the USFWS.

b) When needed, USFWS will provide (at no cost to the Contractor) boat transportation from a San Francisco Bay area marina to and from SEFI as follows.

1) Assume a 7:00 AM boat departure from the marina dock unless explicitly advised otherwise.

2) Dry passage (for persons and cargo) to and from SEFI is not guaranteed by the USFWS or the charter boat operator-owner. Persons should wear water-proof footwear, warm clothes, and bring rain gear.

Boat travel entails a 3 hour (more or less) ride in a 54-feet long (more or less) marine vessel, followed by at-sea transfer to a small “Safe Boat” that persons, cargo and boat get hoisted (via an electric driven cable derrick crane) up onto the island to a loading platform secured to rocks. Cargo is then off loaded into carts or wheel borrows and transported about 0.1 to 0.50 miles over land to the work site(s).

Helicopter travel entails a 30 to 60 minute flight to and from San Francisco Bay area airports. A former water catchment pad is used as the helicopter pad on the island. Cargo is offloaded onto the helicopter pad and into carts or wheelbarrows for transport from less than 0.10 miles to 0.50 miles over land to the work site(s).

3) Actual boat and helicopter travel between the mainland and SEFI is subject to sea and weather conditions; there is no guarantee that a successful trip (outbound and/or return) can be made on the primary or secondary dates indicated. Usually the USFWS will know about 5 days prior if a successful trip appears promising.

4) USFWS will provide personal floatation devices for workers to wear while in transit in the small USFWS boat.

c) All cargo including construction materials, tools, food, drink, clothing, personal items and other supplies, shall be securely packaged in clean, watertight, rodent-proof sealed containers (such as plastic ) weighing no more than 60 pounds (30 pound maximum preferred) that can be lifted, carried, and transferred by hand. No sharp edges, no loose cardboard boxes, and no loose paper bags are permitted. No living organisms or plant seeds shall be present.

d) All cargo will be inspected for and cleaned of any living organisms prior to landing on the Farallon NWR. No plant seeds, rodents or other living organisms shall be present.

Personal gear (such as overnight kit, sleeping bag, pillow, towel, linens, & extra cloths) shall be securely packaged in clean, rodent-proof, sealed garment bags or containers; dry bags, plastic totes or similar are recommended. Cargo packed in paper products such as cardboard boxes or paper bags, or plastic bags, must be placed inside a sealed rodent proof container for transport to Farallon NWR.

e) Any cargo items not packaged to specifications will be assessed for rodent or other organismal intrusion and re-packed prior to placement on landing vessel or it will be rejected and not permitted on the Farallon NWR.

f) Workers may cook, sleep, and use the rest rooms (at no cost) in the on-site housing.

Workers shall bring their own sleeping bag, pillow, linens, overnight kit, food, and drinking water. Only human waste is permitted in the toilets.

g) Delay Food: In the event of a delay in traveling off of the island due to adverse weather or sea conditions (or similar cause), then the USFWS will provide food and water for the duration of the delay at no-cost.

h) Most cellular phone services are non-operational at the Farallon NWR. However, the houses on the island have a telecommunications system containing phones and internet for your convenience. The phone generally is not attended but a caller can leave a voice message. USFWS does not guarantee the phone or internet to be operable.

i) Electrical power availability: The buildings, facilities, and equipment are served with

120/240 volt AC power provided via an off-grid battery bank, supplied from photovoltaic array and diesel-electric generators.

j) USFWS does not warrant the accuracy or completeness of any USFWS-provided drawings.

k) To protect birds and the island environment, workers shall travel only on established pathways; unless explicitly approved otherwise.

l) Fishing and hunting are not allowed on or adjacent to the islands.

m) Please read “GENERAL INFORMATION FOR VISITORS TO THE FARALLON NATIONAL WILDLIFE REFUGE” – dated 12 December 2014, 3 pages; and “Farallon NWR Overnight Visitor Orientation” – dated 12 December 2014, 3 pages.

7. SPECIAL NOTICE: Based on the programmatic needs listed in this Statement of Work, submit an information package that lists your experience and qualifications as per the evaluation criteria listed in Section M of the Contract Clauses. Information should include direct relevant experiences on projects of a similar scope and size. Include reference contact information for each project submitted. The USFWS will select the top five bidders to attend a required on-site scoping visit, departing from the San Francisco, CA area. Mode of transportation to the Farallon Islands is by boat. Potential bidders will pay their costs to get to and from the boat docked at a San Francisco Bay Area marina, CA. More specific information about the trip will be given to the final selected bidders. Potential bidders may not have more than 2 representatives for the required site visit, due to the limited space constraints on the boat and on the island. This preliminary site visit will introduce potential bidders to the conditions of the project and acquaint them with the unique conditions and requirements of the Farallon Islands. These preliminary evaluations during the site visit will be the only opportunity for the prospective bidders to spend actual on-the-ground time researching the project before submitting their proposal packages. Based on information obtained during the on-site scoping visit and any additional information from the USFWS, the contractor shall identify a feasible concept-level alternative along with an estimated cost for complete planning/design and implementation of the project that would satisfy the programmatic needs. Submit a written proposal along with any product information, maps and schematic drawings with enough detail for the USFWS to determine your approach, crew size, schedule, subcontractors involved, adherence to the applicable codes as well as your costs for the project. The USFWS will perform a best value analysis on the proposals, reviewing the alternatives for technical adequacy and price reasonableness, then select a contractor for award.
