STATEMENT OF WORK

For Design and Build

Willow Beach NFH Floating Pump System

Willow Beach, AZ 86445

April 2015

PART 1: GENERAL

1.1 The services required will include all the design and preparation of construction plans, specifications, and costs estimates, and construction of a floating pump system to provide supply water from the Colorado River (Mohave Lake) to the Willow

Beach National Fish Hatchery (hereafter referred to as the “Hatchery”). The

Hatchery is located Willow Beach, Mohave County, AZ for the U.S. Fish and

Wildlife Service (FWS). See Attachment 1 for location of Hatchery.

1.1.1 The basic project requirements include the following:

a. Floating pump system will consist of two (2) pumps with a variable speed motor and drive which will supply approximately 5000 gpm per pump and will “tie” into the existing water supply pipeline. See Attachment 2 for sample system. Contractor is to determine “best” pumping system for the government’s requirements – vertical or axial pump system should be evaluated.

b. Power for the floating pump system shall use the existing power/electrical system. Panels for system shall use indicator lights. See Attachment 3 for existing single line diagram of system.

c. The floating system shall include access to dock system from the existing bank, gang plank, both navigation and night lighting as required.

d. The waterline from pump system shall tie into existing water supply line to the raceway at the approximate location as shown in Attachment 3. The

‘tie” in shall include check valves to allow the use of the pumping system as well as the pumps in the Pump house; if needed. In addition, a flow meter will be installed.

e. Main electrical power for project shall be connected to the existing power at the Pump House. Contractor shall use One-Line diagram as a basis for the design/build. The information is shown in Attachment 3.

f. Project includes the replacement of four (4) 12-inch gate valves located at the head of A-Bank raceway as located in Attachment 3.

g. Project includes the replacement of two (2) 8-inch valves located at the northside of C and D-Bank raceways. See Attachment 6 for existing valve example.

h. System shall be incorporated into the existing emergency generator system. Minimum requirements for system shall include – low flow water alarm tied to a radio frequency and call out alarm. The emergency system shall incorporate a “soft start” for pump.

i. The existing pipe from A-Bank headbox to existing drain line to be replaced. Existing pipe at A-Bank is 16-inch CMP and drain line is concrete 30-inch pipe.

j. Contractor is to place system in a location where the projected low water elevations will not impact the performance of the system.

k. Mohave Lake is part of the Colorado River where debris and vegetation can impact a pumping system. It is also infested with quagga mussels and system maintenance must take this aspect into consideration.

1.2 The current design level has been exploratory in nature. The type and model of the floating system in Attachment 2 is for reference/informational purposes only. The contractor is responsible for final selection of system that meets or exceeds the

Hatchery requirements.

1.3 Budget Parameters: Total project price ranges between $700,000-725,000 which includes all design services and all construction described herein, all site development, utilities, and construction contingencies.

1.4 The construction site is located on the Hatchery. A bathymetric survey is attached to assist contractor’s selection of the location of the system. A Lake Mohave stage curve is included to provide low water level and fluctuations to contractor. See

Attachment 4.

1.5 Use the most energy efficient equipment that is practical in all mechanical, electrical and plumbing systems.

1.6 PERIOD OF PERFORMANCE: See Section F of the solicitation /contract.

1.7 The FWS Engineering Project Manager/Contracting Officer Representative for this project is Bernard Freeman. Any questions regarding the scope of work and technical matters shall be directed to Bernard Freeman, Regional Engineer, U.S. Fish and

Wildlife Service, 500 Gold SW, Albuquerque, NM 87102. Telephone: (505) 248-

7956. See Section G of the solicitation /contract.

1.8 Government Furnished Information: See Section J of the solicitation /contract.

1.9 Bathymetric survey by Wallace-Morris Surveying, Registered Professional Land

Surveyor and is located at 5740 Arville St Suite 206, Las Vegas, NV.

1.10.1 Submit for approval of the Contracting Officer within 10 days of Notice of Award, a

Design/Build Management Plan for this project which includes a schedule of design review meetings and design submittals. The Contracting Officer may revise this schedule in consultation with the D/B and FWS Engineering Project Manager and when approved this will become the schedule for the design portion of the project.

There will be four design phase milestones:

1. A Design Kickoff Meeting to be held at the Hatchery;

2. A Design Development Documents (35%) review;

3. A Preliminary Construction Documents (65%) review; and

4. A final Construction Documents (100%) review and approval.

1.10.2 In addition to submitting the reports required in Section H, the contactor shall submit monthly status reports to the FWS Engineering Project Manager (Contracting

Officer’s Representative.)

PART 2: DEFINITIONS

2.1 Commissioning is the act of statically and dynamically testing the operation of equipment and building systems to ensure they operate as designed and can satisfactorily meet the water supply needs of the Hatchery throughout the entire range of operating conditions.

2.2 Construction is defined as, but not limited to, constructing (giving form by combining the parts), altering, repairing, adding to, subtracting from, improving, restoring, moving, wrecking or demolishing any building, highway, road, excavation or other structure, project, or improvement attached to real estate.

2.3 Contracting Officer (CO) is defined as a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the United States of America. The term includes certain authorized representatives of the Contracting Officer such as the Contracting Officer's

Representative and Construction Inspector acting within the limits of their authority as delegated by the Contracting Officer.

2.4 COR means Contracting Officer's Representative and for this project is the Project

Manager and is the Point of Contact for all technical questions and issues.

2.5 CI means the independent Government Construction Inspector.

2.6 Day or Days shall mean calendar days unless otherwise specifically noted.

2.7 D/B (D/B) is the contracting entity selected to design and construct the project.

2.8 Design Consultant is a qualified, licensed design professional who furnishes design services required under the Contract Documents. This may be an employee of the

D/B, is retained by D/B, or is employed or retained by anyone under contract with

D/B.

2.9 “Service” or “FWS” means United States Department of Interior, Fish and Wildlife

Service, Region 2 (Southwest Region).

2.10 Government may also be referred to as the Owner, Contracting Officer, Contracting

Officer's Representative, the Service, or Fish and Wildlife Service (FWS).

2.11 Incident Rate (IR) is the number of recordable incidents resulting in days away from work for each 100 full-time employees per year, based on 2,000 hours worked per employee per year.

2.12 Local Authority Having Jurisdiction: Duly adopted local code authority, agency, or serving utility governing or serving the location of the project.

2.13 Management Plan: D/B's project approach for planning, design, and construction and includes, at a minimum, but is not limited to the following:

Schedule (design and construction activities)

Project Staffing Plan

Safety Plan

Subcontracting Plan

Organization Chart with Roles and Responsibilities

QA/QC Plan

Commissioning Plan

2.14 Notice to Proceed (NTP): Each Project Phase, i.e., design phase and construction phase, requires a written NTP from the Contracting Officer (CO). The NTP will identify the next Project Phase(s) that are approved. The NTP will identify any qualifications, limitations, or exceptions to the work in each Phase.

2.15 Open Book Accounting is the allowance of the government to have free and open access to financial and accounting documents that the Design/Builder has associated with the project being designed and constructed.

2.16 Project Specifications are specifications that state what the required results will be with measurable or observable criteria for verifying compliance. This may include the use of specific product cut sheets in addition to specifications.

2.17 Schedule is a chronological layout of the work to be performed prepared using commercially available scheduling software.

2.18 Subcontractor is any person or entity retained by D/B as an independent contractor to perform a portion of the Work and shall include material-men and suppliers.

2.19 Sub-Subcontractor is any person or entity retained by a Subcontractor as an independent contractor to perform any portion of a Subcontractor's work and shall include material-men and suppliers.

2.20 Work is comprised of all D/B's design, permitting, construction and other services required by the Contract Documents, including procuring and furnishing all materials, equipment, services and labor reasonably inferable from the Contract Documents.

PART 3: DESIGN SERVICES

3.1 Services shall include the full range of architectural, structural, mechanical, electrical, civil and geotechnical engineering design and documentation for construction of the new facility by contract including the preparation of plans, specifications, bidding schedules and cost estimates.

3.2 The D/B shall assure that the design meets the requirements of all applicable local, state, and federal codes including but not limited:

International Building Code

International Mechanical Code

International Plumbing Code

International Electrical CC

NFPA 101 Life Safety Code

NEC-2008 (2008 NFPA-70)

American Disabilities Act Accessibility Guidelines

Clean Water Act

NPDES Permits and other federal, state, and local environmental and sanitary/ health rules, regulations, and requirements, as applicable

3.3 Drawing Standards:

3.3.1 Furnish full, complete, accurate and coordinated architectural, civil engineering, structural engineering, mechanical engineering, electrical engineering and landscape architectural working drawings and schedules.

3.3.2 All drawings shall be prepared using AutoCAD release 2012. Compact disks of drawing files (.DWG) and the .CTB and .PC3 files corresponding to each .DWG file shall be submitted at the final submittal. Adobe .PDF files of each .DWG file shall be submitted on compact disks at the final submittal.

General: Ensure that drafting and lettering on all drawings is done to such scale and legibility to permit clear and accurate readability by construction personnel.

Sheet size: 24" X 36" with 1/2 inch borders on three sides and 1½ inch border on the binding side.

Lettering size: 1/8" (actual size) minimum height.

Minimum scale of floor plans: 1/8"=1"-0".

Title Blocks: FWS typical title block will be furnished to the D/B upon request.

Use “Title Sheet Block” on first drawing only. Use “Standard Title Block” on all other drawings.

Index to drawings: on first sheet (Title Sheet).

Location/Vicinity map: On first sheet (Title Sheet).

Project Number: Place FWS furnished Project Number on each drawing sheets in the appropriate place in each title block.

Asset Numbers, Work Order Numbers, etc: Place FWS furnished asset numbers and other data on the Title Sheet as directed by FWS Project Manager.

Graphic Scale: All drawings shall have a graphic scale in both English and Metric units for all scales used on that sheet.

Arrange all categories of drawings, i.e.; A-1, A-2, A-3; M-1, M-2, M-3, etc. so that individual buildings and their respective plans, sections, details, etc. within that category are grouped together in such a way that they can easily be separated or removed from the drawings. Do not mix one building’s details with another.

3.3.3 State Registration of Design Architects and Engineers: The Architect and Engineers responsible for the design of this facility shall have a current license to practice their profession in the State of Arizona. In addition, the D/B team shall be experienced in the design of structures and infrastructure in high seismic zones. All final drawings and specifications prepared by the D/B shall bear the signatures and professional seals of the architect or engineer under whose direct supervision the documents were produced and who is licensed to practice that profession in the State of Arizona.

3.4 Specification Standards:

3.4.1 Specifications shall be written specifically for this project. Specifications shall be developed using Masterspec + or Microsoft Word software. Provide compact disks containing all specification sections with the final Contract Document submittal.

Note: Copy the specifications onto compact disks as a single document file) and copy each section as a separate document (file). Adobe .PDF files of each specification section shall be submitted on compact disks at the final submittal.

3.4.2 COR will provide applicable sections of Division 1 specifications. D/B shall prepare other divisions. Prepare specifications following Constructions Specifications

Institute Division and Section format.

3.5 Submit updated copies of the Management Plan with each design submittal. This shall include outline copies of the Safety Plan, QA/QC Plan, Scheduling, Schedule of

Items, and Commissioning Plan. These plans shall continue to be developed during the design process and finalized documents shall be submitted before construction of the project begins.

3.6 Permit Responsibility: The D/B (unless otherwise noted) shall obtain and pay for any permits applicable to Federal construction projects including, but not limited to environmental permits, government review charges, utility tap and meter fees and inspection fees necessary for the prosecution of the Work pertaining to transportation, utilities, erosion and sedimentation control plans, and any storm water discharge permits associated with construction activities, as required.

3.7 Design Review Meetings: Periodically meet with COR and other FWS representatives to review the design and discuss and resolve issues. The design shall be refined and developed so that the D/B can move forward to the next phase of the process. Meeting times and locations shall be as agreed to by D/B and COR, but generally there will be three to four on-site project design phase meetings:

a. Design Kickoff Meeting to be held at the Hatchery;

b. Schematic Design (35%) Review Meeting;

c. Design Development (65%) Review Meeting; and

d. Design Construction Documents (90%) review meeting via teleconference, if possible.

Meeting notes will be made by the D/B Contractor and distributed to his Design consultants, the Contracting Officer, the COR, and the Refuge Manager. After review by the FWS, notes will be corrected if necessary by the D/B Contractor and redistributed to the same group named above.

3.8 Initial site visit and Kick-Off: Conduct a site visit and design meeting with FWS personnel at the Hatchery. The time and date of this meeting will be mutually agreed upon by the Hatchery Project Leader, the D/B Contractor and the COR. The D/B

Contractor shall have, at a minimum, his Project Manager, and the appropriate

Civil/Mechanical/Electrical Engineer to attend this meeting. The purpose of the meeting will be to review the design program, review and determine applicability of the FWS furnished project information of the project, verify existing conditions, the

D/B proposed changes to FWS provided information, and start the Design

Development Documents design process.

3.9 Design Development Documents (35%): Based on government-furnished documents and design meeting, provide outline specifications, drawings of the site plan finalization, exterior elevations, pipeline connections, and general elements of the structural/electrical/mechanical concept for the pumping station. Drawings and outline specifications shall also address the civil, mechanical and electrical systems, and any special systems. Specifications shall be developed that indicate material type in a thorough, prescriptive, and generic CSI format and the specifications shall include a submittal listing for Government’s approval. Provide a preliminary estimate of the construction cost. At a minimum, estimate shall use the Uniformat breakdown of construction systems or any similar industry standard format and may be expanded at D/B’s option. The Government will require 5 days for review of these documents.

3.10 Design Construction Documents (65%): Provide preliminary construction documents showing important construction details, developed specifications, and construction cost estimate. Specifications shall be developed that indicate material type in a thorough, prescriptive, and generic CSI format and the specifications shall include a submittal listing for Government’s approval to allow construction to continue on schedule. Provide engineering calculations to permit an evaluation of the design for the proposed structural, plumbing, electrical, lighting, and other major systems and components. (Calculations shall bear the stamp of an Arizona registered Professional

Engineer prior to acceptance of 100% complete documents.) The Government will require 10 days for review of these documents.

Calculations include the following:

Transmission sensible loads

Submit light level calculations for pumping system walkway and pump area with lighting type and lighting control.

Submit NEC electrical feeder and service conductor ampacity load calculations.

Submit short circuit amperage calculations for each electrical service equipment and distribution equipment as required by NEC.

3.11 A Design Review Meeting for this submittal will be held at the Hatchery, attended by the D/B contractor, and appropriate subject matter experts. An alternate location will be acceptable upon agreement of all parties. Prepare a detailed construction cost estimate in Uniformat breakdown of building systems or any similar industry standard format.

3.12 Completed Construction Documents (95%): Provide drawings, specifications and construction cost estimate which are complete with the exclusion of minor details.

Specifications shall be developed that indicate material type in a thorough, prescriptive, and generic CSI format and the specifications shall include a submittal listing for Government’s use. Provide final structural calculations. Provide cut sheets or instructions for pump control and special systems. Submit the final, detailed, firm, fixed, construction price including separate line item costs and using unit prices and quantities for all materials and labor for the project to the Contracting Officer with a copy to the COR. The Government will require 7 days for review of these documents.

3.13 Final Construction Documents (100%): Revise, respond to and resolve each comment made by FWS following review of the 95% Completed Construction Documents and then provide the final deliverables as defined.

3.14 Payment for Design Services: Payment for Design Services will be made for each item listed in the Schedule of Items attached at Section J, after each progress goal is completed by the Contractor and approved by the Government.

PART 4 CONSTRUCTION SERVICES

4.1 GENERAL

4.1.1 Possess and maintain, for the duration of this project, a state license as a general contractor in the State of Arizona, if required by the state.

4.1.2 Provide supervision, labor, materials, equipment, tools, construction equipment and machinery, inspection, testing, start-up, water, heat, utilities, transportation, and other facilities and services necessary for proper execution and completion of the Work, whether temporary or permanent and whether or not incorporated or to be incorporated in the Work.

4.1.3 Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours.

4.1.4 Perform all construction activities efficiently and with the requisite expertise, skill, and competence to satisfy the requirements of the Contract Documents. At all times exercise complete and exclusive control over the means, methods, sequences, and techniques of construction.

4.1.5 Utilize Subcontractors who are duly licensed and qualified to perform the Work consistent with the Contract Documents. Government may reasonably object to

D/B's selection of any Subcontractor based on its information with respect to the subcontractor’s past performance and technical qualifications.

4.1.6 D/B is responsible for quality control of its own work and work performed by its subcontractors and their sub-subcontractors. Provide and pay for the services of an independent construction materials testing laboratory accredited by an acceptable laboratory accreditation authority. Laboratory shall sample and test materials and perform required special inspections. Copies of all test samples shall be submitted to the COR as soon as practicable. Laboratory shall be authorized to perform work in the state where project is located. Government may reasonably object to D/B's selection of laboratory.

4.1.7 Design Consultants, in coordination with the COR, shall visit the site a minimum of four times to inspect the construction. They shall prepare a site visit report for each visit and shall submit the reports to the COR within 5 calendar days after the visit.

The reports shall include comments about overall quality and accuracy of the construction. The reports shall also note all deficiencies observed.

4.1.8 During construction, Design Consultants shall provide supplemental information and answer questions to clarify design. This information shall be documented on Request for Information (RFI) forms. The D/B may use any format they choose for the

Request for Information form but all shall be identified with the words “Request for

Information” at the top of the form along with the Government Contract Number, Project Location (Willow Beach, AZ), Project Title (Floating Pump System) and the

Design-Build Contractor’s Name. RFI’s shall be logged and filed and shall be part of the Closeout Documents submitted to the Government. As RFI’s are generated and answered, submit copies to the COR for information.

4.1.9 Assume responsibility for the proper performance of the Work of Subcontractors and all acts and omissions in connection with such performance. Nothing in the Contract

Documents is intended or deemed to create any legal or contractual relationship between Government and any Subcontractor or Sub Subcontractor.

4.1.10 Record Drawings and Specifications: Maintain one set of working drawings and specifications, for record purposes, on the project site while work is in progress.

Clearly and accurately record the as-constructed work in red. Record swing-tie distances from permanent points for all underground items. Include modifications and RFIs.

4.1.11 Government buildings and other facilities are not available for storage of D/B's materials, equipment, and tools except for designated staging areas. Government owned equipment is not available for D/B's use to accomplish any Work.

4.1.12 Housing for workers and campsites are not available on site.

4.1.13 Furnish all temporary facilities and utilities needed including heat, light, power, water, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aids, and storage enclosures; except if suitable water is present at the site, it may be used for construction purposes at no cost if it does not adversely impact the operations of the station. The D/B is responsible for all temporary connections and disconnections. Government furnished electricity is available for D/B’s use.

4.2 PAYMENT PROCEDURES

4.2.1 Payment shall be made in accordance procedures outline in FAR 52.232-27.

4.3 PROJECT SAFETY

4.3.1 The D/B shall have the ultimate responsibility for safety on the project site at all times, from issuance of the Notice to Proceed until final completion and acceptance of the project by the Contracting Officer. See Section H of the solicitation /contract and Federal Acquisition Regulation 52.236-13.

4.3.2 Initiate and maintain, throughout the performance of this contract, an effective safety and health program that provides adequate policies, procedures, and practices to protect employees from, and allow them to recognize, job-related safety and health hazards. The program shall include provisions for the identification, evaluation, prevention and control of general work site hazards, specific job hazards, and potential hazards that may arise from foreseeable construction methods and conditions, as well as providing a competent person to conduct frequent and regular inspections. Each employee (D/B and subcontractors) must be instructed in the recognition and avoidance of unsafe conditions and the regulations applicable to the work environment.

4.3.3 Provide barricades and warning devices as necessary to safeguard the public, workers, and government personnel. Where project work affects public roads, provide signage in accordance with the current edition of the Manual on Uniform

Traffic Control Devices (MUTCD) as published by the US Department of

Transportation, Federal Highway Administration.

4.3.4 Rollover Protection and Seat Belts: In addition to the Safety and Health requirements of clause FAR 52.236-13 of Part 2, Section I of this Contract, rollover protection and seat belts required by 29CFR 1926 (OSHA) shall be extended to include equipment regardless of the year of manufacture.

4.4 Work Hours: See Section H of the solicitation /contract.

4.5 PROTECTIONS

4.5.1 Comply with all applicable federal, state, and local environmental laws and regulations. This condition applies to, but is not limited to, laws and regulations governing noise levels, air and water quality standards, erosion control, surface runoff, and cultural resources.

4.5.2 Provide erosion control methods and appurtenances (such as silt fence) as necessary to prevent wind-borne dust and water-borne silt from leaving the immediate work area.

4.5.3 Heavy equipment operated on FWS roads and parking areas shall comply with highway-legal load limits unless explicitly approved otherwise.

4.5.4 Clearing and working limits shall be no greater than 100 feet from the project footprint and no greater than 50 feet from the water edge.

4.6 CLOSEOUT PROCEDURES

4.6.1 Training: Thoroughly familiarize the Hatchery staff with the building systems and train them to be proficient in its overall system operation and maintenance.

4.6.2 Tools and spare parts: Deliver to the project site all specialty tools, valve handles, fan belts, filters, spare parts, keys and similar devices such that the Hatchery staff is able to operate and maintain the work.

4.6.3 Maintenance Materials: Deliver maintenance materials to Project Leader, coordinate location of storage. (Provide consumable items in such quantities as needed for the first year of operation.)

4.6.4 Final Inspection: Notify the COR at least 10 calendar days prior to the anticipated date of completion of all work. The COR will proceed with Final Inspection as promptly as practicable. The time required for such Final Inspection and for making any corrections as a result thereof shall be included in the contract performance time.

The D/B representative responsible for the work shall be present at the Final

Inspection and shall submit a preliminary list of unfinished work prior to Final

Inspection. See Section E of the solicitation /contract.

4.7 CLOSEOUT DOCUMENTS

4.7.1 Operation and Maintenance Manuals: Submit two (2) copies of Operation and

Maintenance manual (one to the Hatchery office and one to the COR) for the mechanical and electrical equipment. The manuals shall be clear, well organized, clearly indexed, tabbed, highlighted, tailored to the specific make, model, and wiring configuration of the systems; and shall include schedules and instructions for routine operation, trouble shooting, and periodic maintenance. The manuals shall include complete parts lists keyed to suppliers (name, address, websites, and telephone numbers for each).

4.7.2 Submit a full size set of red-lined drawings and complete set of specifications that clearly indicates the as-constructed work. Submit one set of final working drawings, one set of reproducible drawings on bond paper showing as-constructed conditions, and one electronic set complying with FWS CAD Standards.

4.7.3 Submit fully executed manufacturer's standard material, product, and equipment warranties, assigned to the Government without any requirement that the Government incur any costs to maintain the warranties in force.

4.7.4 Submit any requested regulatory-agency clearance documents indicating the work complies with their requirements such as finalized plumbing/gas/electrical inspections.

PART 5: GOVERNMENT RESPONSIBILITIES

5.1 DUTY TO COOPERATE

5.1.1 Government will, throughout the performance of the Work, cooperate with D/B and perform its responsibilities, obligations, and services in a timely manner to facilitate

D/B's timely and efficient performance of the Work and to not unreasonably delay or interfere with D/B's performance of its obligations under the Contract Documents.

5.1.2 Government will provide timely reviews and approvals of interim design submissions and Construction Documents consistent with the turnaround times set forth in D/B's approved schedule. Contractor agrees to revise the design submittals and construction documents at no cost to the Government until the documents are acceptable to the Government in its reasonable judgment.

PART 6: ENGINEERING PROGRAM

SUMMARY: The Engineering Program is reflected in the government-furnished information and requirements and shall form the basis of design. The COR and Hatchery

Project Leader, at a minimum will meet with the D/B to assure there is full understanding of the intent. Alterations suggested by the D/B will be considered and mutually agreed upon before implementation.

6.1 Water Metering: Each system water shall be metered to comply with Executive

Order (EO) 13423-January 2007.

6.3 ELECTRICAL SYSTEMS

6.3.1 Required Electric Power: See hall be determined by D/B. Location is noted on survey and site plan, and found during site visit; utility will ultimately dictate specifics of tie in point, transformer, etc.

6.3.2 Electric Metering: The system shall have a FWS-owned, contractor-supplied electric meter to comply with the section 103 of the Energy Policy Act of 2005. FWS electric Metering shall be provided with web-based data collection and monitoring system similar to Emon’s “Web-Mon” system. The web-based monitoring access shall be password protected and display KW demand, Kw-Hr energy use, phase voltage, phase amperage, power factor, KVA, and KVAR. Data shall be displayed for today’s use, last 7 days, last 30 days, and last 365 days.

6.3.3 Stand-By Electric Power: System shall be tied into the existing stand-by generator through the use of an automatic transfer switch.

6.3.4 Surge Protection: Provide two levels of surge protection for all system loads. Surge protection for service equipment and distribution panels shall NOT be the sacrificial type and shall each have a surge counter, voltage monitoring, and audible alarms.

6.3.5 Lighting: Illumination levels shall comply with the Illuminating Engineering

Society’s recommendation for the project’s designated use. Provide exterior lighting as required for security and personnel safety. Exterior lighting should use LED light fixtures and bulbs types to conserve energy, reduce maintenance cost and do not attract insects and bugs.

6.3.6 Security System: Provide security system consisting of glass break detection and door access detection or interior motion detectors shall not be used. Security system wiring shall be installed in conduit and conduit shall be labeled “Security System”.

System should be simple, and easily maintained. Upon detecting intrusion, the security system shall notify the local security monitoring/notification company and designated hatchery staff. The system monitoring and alarm initiation shall have manual resets. All locks and door handles shall accept exchangeable cores.

PART 7: OTHER SITE AND DESIGN PARAMETERS

7.1 Site: The Hatchery is located near Willow Beach, AZ. The facility is located on unconsolidated fill material in the 1960’s. Over the years, a number of improvements to the to the electrical system and pumping system have been made – however, it should be noted that the underground infrastructure in terms of the location and component are based on design drawings found in the Service archives. Contractor will need to verify some information as project progresses during the design phases.

7.2 Gates: Manual gates with locks should be placed at entrance of walkway to floating pump system.

7.3 Contractor staging areas shall be shown on the plans. Contractor impact area shall be defined in the construction contract, as within 50 feet of constructed facilities.

PART 8: SCHEDULE

8.1 Design schedule shall not exceed 90 days not including Government review and approval.

8.2 Construction schedule shall commence upon Government’s approval of the 100% design phase.

8.3 Total project shall be completed to the extent that the project will be issued a

“substantial completion” notice no later than November 1, 2015.

Dear Mr. Zamora, Morrison Pump Company is pleased to provide this budget proposal for a Morrison Floating Pump Station for your Willow Beach National Fish Hatchery on the Colorado River in Arizona. We are presenting our Floating Solution Model FS-16-13 providing 6,000 GPM @ 6.5 feet of Total Dynamic Head. Morrison Pump Company is ISO 9001 certified and all Morrison Floating Pumps are fully designed and manufactured by Morrison Pump Company in the USA.

In summary, each Floating Pump Station contains one submerged Morrison Pump mounted on Structural Frame with FRP foam-filled floatation pods and an Electric Motor or Engine Driver. The FS unit is rugged and designed for continuous duty and severe applications. Multiple FS units can delivered with a custom transport trailer. Each unit has a submerged horizontal discharge and only requires approx. 6 feet of water depth for full pumping operation. Pump has a flanged 16” discharge to be connected to HDPE piping.

LAKE MEAD NATIONAL RECREATION AREA

Why is an equipment /vehicle inspection required?

The Federal lands of Lake Mead National Recreation Area (LMNRA) are having a serious problem with non-native plants taking over native plants. Non-native plant seed is brought into the Park by means of soil stuck onto vehicles and dropping from the vehicle while in the Park. It’s been discovered that contractor vehicles (heavy equipment, construction pick ups etc) usually carry the largest amount of soil that harbor non-native seed from contractors working off-road elsewhere in Nevada and out of state. Since beginning inspections of contractor vehicles/equipment in 2002, no non-native plants have occurred in the areas where the contractors had been working—deterring seed introduction is the most effective weed control method.

What type of projects and equipment/vehicles require inspections?

Ground disturbance work and/or off-pavement. Some examples are road builders, utilities installers, drillers, and parking lot/launch ramp projects. No equipment/vehicle will be allowed on the project site to begin work until it has passed inspection or has been authorized by an NPS representative. Pickups, dozers, loaders, track hoes, Bobcats, backhoes, rollers, water trucks, dump trucks, drill rigs, and forklifts are examples. Dumpsters, screens, outhouses and office trailers are included.

Are any construction vehicles exempt?

Yes. Any delivery-type vehicle such as a semi dropping off pipe, concrete/sand trucks, fuel trucks, or trailers off loading equipment. Also exempt are asphalt pulverizers and pavers, as they do not go off-road. For exemption questions speak with the resource management specialist.

Does the public entering LMNRA require inspection?

The average visitor’s vehicle entering LMNRA does not have the amounts of, or varied types of soils that contractor equipment is carrying. Contractor equipment/vehicles often go off-road throughout

Nevada, Clark County, Utah, Arizona and California.

What about construction/private pickups leaving/returning to the work site and/or parked onsite all day?

Vehicles leaving the work site and returning must undergo and pass the initial inspection. After that, no additional inspections if it has stayed on pavement while outside of the Park. If that vehicle goes off-road onto another work site outside of the Park, or to a different area of the Park, it will require rewashing and re-inspection to re-enter the work site. And, yes- we can recognize assorted soils from different areas. We consistently observe onsite vehicles for the duration of a project. Private vehicles are exempt from inspection if two criteria are met: they park only in their designated daily parking area, and until their vehicle shows up one day covered in dirt from off-road travel somewhere else.

What is involved in the inspection?

Vehicles/equipment are driven or trailered to or near the project site. There is absolutely no off loading of any equipment from trailers until it passes inspection.

Soil the size of a pencil eraser qualifies that rig for rejection.

We will be under these rigs looking and feeling for dirt on springs, shocks, wire harnesses, bolts, frame ledges, on top of skid plates, inside bumpers etc. We will be walking around looking and feeling for dirt on rippers, buckets, blades, tracks, cab floors, wheel wells, radiators, transmission coolers, booms, augers, cables, pickup beds etc.

Seeds cannot survive in asphalt, concrete or greasy oily dirt. We are not concerned if these substances occur on a rig. However, that same rig could have soil on it that needs to be removed.

We’ll work with you to get your equipment/vehicles passed to avoid delays and stress of going through additional inspections. Sometimes a total amount of a cup of soil on a rig can be scraped off into a container to pass inspection.

What’s required for getting a rig clean enough to pass inspection?

Failures typically result from soil found somewhere on the under carriage, track carrier housing, inside a bumper, or on the inside a wheel well. Washers need to feel and search these tough places.

Contractors have spent two days soaking and scraping on track-hoes or dozers. Local car washes usually don’t have enough pressure to knock off hardened soil. We recommend hot water pressure washing at 200 degrees and 3,000 psi.

Approximately 85% of rental companies fail LMNRA inspections. Most are aware of the strict inspections but don’t meticulously clean their rentals. Sometimes the contractor has to wash the rental either before or after the initial inspection.

What if a rig fails inspection?

50% of equipment/vehicles fail inspection. 10% fail the second re-inspection. Rigs that fail inspection are to be rewashed outside the Park. A re-inspection will need to scheduled.

What advance notices are required for inspections?

Inspections are usually done on the first day of work. A phone call is required at least 10 business days prior project start date. Inspections a few days prior to the start date must be arranged 10 business days in advance. Once a project has started and additional equipment/vehicles are needed, a 48-hr minimum notice is required for inspections.

Who do I call to arrange for the initial inspections?

At least 10 business days before project start date, contact Mike Boyles, Compliance Branch Chief of

Resource Management, at (702) 293-8978. He’ll provide the name and number of the resource management specialist assigned to your project throughout its duration. Call that person to schedule inspections and project-related concerns including tortoise classes, right-of-ways, topsoil procedures, HAZMAT spills, soil restoration, outside of work zone impact, wildlife relocation, fencing, parking, and vegetation salvage.
