EXAMPLE STATEMENT OF WORK
BLUE GOOSE NWR
HQ SITE IMPROVEMENTS
A. Project Summary
The U.S. Fish and Wildlife Service proposes to improve visitor facilities at the Blue Goose NWR Headquarters (HQ) site. The HQ site is located in a remote part of the state, 5 hours from Portland, OR. Blue Goose NWR is approximately 4000 AC of predominately wetland habitat with about 500 AC of upland. The HQ site is situated on an upland area about 1000 yards from a series of scenic wetlands that are managed for endangered waterfowl and song bird habitat. There is currently an unimproved trail from the HQ site to the edge of one of the wetlands.
The developed footprint of the HQ site is about 25 AC in size. It is developed with a 10 car gravel visitor parking lot. There is an old kiosk that needs to be removed and replaced. The site has a small administrative office building that was not designed to accommodate the public. There is also a maintenance and operations building and yard on the site nearby where heavy equipment is located. There is also a small staff parking area at this location that is adequate.
Blue Goose National Wildlife Refuge is part of the National Wildlife Refuge System (NWRS), managed by the U.S. Fish and Wildlife Service (FWS).
B. Project Scope
The scope of this project is to develop alternatives, a preferred schematic design, cost estimates, and 100% PS&E for the proposed improvements.
Proposed Improvements:
· Expand parking lot to accommodate 10 more cars (20 total cars). Additionally, the parking area should be designed to accommodate 2 RV’s and 1 tour bus. Pave parking lot and address stormwater management to ensure wetland habitat is protected. Include accessible parking as required.
· Locate an outdoor vault toilet on site. The restroom inside the administrative office building is not suitable for use by the public and unavailable when staff is not present.
· Locate a new entry sign at the HQ building. Provide recommendations for other way finding signage and site furnishings as needed throughout the site.
· New kiosk. The current kiosk is unsafe and will be removed by staff next month. Design and locate a new kiosk to serve as the primary location to welcome and orient visitors to the NWR.
· Trails. Improve and expand the existing trail to the wetlands. Develop a trail head at the parking area. The new route should be about a 2-3 mile loop in length. The trail should be 6’, wide constructed of compacted crushed rock to an accessible standard. A small creek will need to be crossed along the proposed route. Also the proposed route will have to cross wetlands at two locations for about 100 yards at each crossing.
· Overlook location and design. Design and locate an overlook structure suitable for wildlife viewing near the parking lot to the wetlands beyond.
· Landscape planting. The HQ building is unattractive and does not fit well into the site context. Propose landscape improvements to make the developed portion of the HQ site to look more inviting and reflect the native upland habitat. The maintenance yard is also unattractive and needs to be screened.
Notes:
NWR staff on site will construct the trail and the kiosk. All other proposed improvements will go out to bid for a local construction contractor to complete. The construction contract will be managed by the Refuge Manager. 100% PS&E must be broken up in two packages.
All proposed improvements will need to meet current accessibility requirements for Federal outdoor developed areas as well as all other applicable federal regulations. No permitting or public involvement is required.
There is no survey data for the area. There are existing design drawings for the site (existing structures and existing parking lot) available as a PDF as well as good publically available aerial imagery.
Interpretive panels for the overlook and kiosk will be designed, fabricated, and delivered for the site under a separate contract. The number of interpretive panels, and requirements for the kiosk will be provided at the kickoff meeting.
C. Proposed Tasks
The following tasks are proposed to accomplish the project:
• Task I Site visit, meet with staff to review the project scope and existing site conditions.
• Task II Review the existing site conditions and develop a base plan for the development of conceptual plans using existing base information, aerial photography, and field verification.
• Task III Develop a minimum of three concept plans, with accompanying narratives and cost estimates for the proposed improvements. The options will illustrate the size, character, configuration and location of the proposed site improvements.
• Task IV Attend a meeting with refuge staff to review concept plan options.
• Task V Prepare final concept plans based on input from USFWS staff. Deliverables will include illustrative plans as required to fully communicate the design intent for all proposed project elements along with a project narrative and cost estimate.
• Task VI Attend up to two meetings with refuge staff to review and refine final concept plans.
• Task VII Construction Documents to 100% PS&E: Prepare construction documents and specifications for the proposed site improvements. Work will include details for any landscape improvements associated with the design such as walls, paving, trial details, kiosk, pedestrian boardwalks, pedestrian bridges, grading changes, fencing, planting, irrigation etc. Deliverables will include all plans necessary to construct the proposed improvements including but not limited to: layout and grading plan, materials plan, planting plan, irrigation plan, details, and specifications. Constructed features such as kiosk, pedestrian bridges, and boardwalks, etc. will require structural engineering and geotechnical support. USFWS reviews and comments on plans at 30%, 60%, and 90% completion.
• Task VIII Construction Phase Services: Provide construction review for the project, provide up to four site visits during the installation of the work, preparation of punch list and warranty review of the work at the end of the warranty period. Site Visits to be coordinated by USFWS staff.
D. Response Please respond to this statement of work with a brief scope/fee proposal, NTE 4 pages discussing how you will accomplish the work, including all proposed hours and associated fees broken out by staff members for each of the tasks listed above. Include the same for any proposed sub consultants by discipline.
