SECTION 01 10 00 - SUMMARY OF WORK

PART 1 - GENERAL

1.1. PROJECT INFORMATION

The U.S. Fish and Wildlife Service (USFWS) is requesting replacement of flooring materials in their Headquarters Building located in Kotzebue, Alaska. The contractor will be required to remove and dispose of the existing flooring and install new materials. See Attachment A for space designations.

Base Proposal: Remove existing carpeting and install new carpeting, cove base, and transition strips in areas as noted on drawings and identified in Part 2 of this section.

Proposal Options are listed in no particular order:

Proposal Option A: Remove existing rubber flooring in Stairwell 2 and install new rubber flooring and cove base. This includes all landings (first, mid and second floors) and staircases (treads and risers).

Proposal Option B: Remove existing rubber flooring in Stairwell 1 and install new rubber flooring and cove base. This includes all landings (first, mid and second floors) and staircases (treads and risers).

Proposal Option C: Remove existing linoleum flooring and replace with new linoleum flooring and cove base in areas as noted on drawings and identified in Part 2 of this section.

1.2. PROJECT TITLE

Selawik National Wildlife Refuge (NWR) Replace Office Flooring

1.3. Location and Inspection of Site

The work site is located in Kotzebue, Alaska. The Refuge Headquarters office building in located on Second Street in Kotzebue. A pre-proposal site visit to inspect the site will be provided by the Contracting Officer. Inquiries concerning these specifications and drawings can be made to the U.S. Fish & Wildlife Service, Division of Contracting and General Services 1011 E. Tudor Road, Anchorage, Alaska 99503.

1.4. COORDINATION WITH GOVERNMENT

Full Government Occupancy: Government will occupy the building during the entire work period.

Access to the building by Government shall be maintained during entire work. Cooperate with Government during replacement operations to minimize conflicts and facilitate Government usage.

Perform the work so as not to interfere with Government’s/occupants day-to-day operations. Notify Government not less than 72 hours in advance of activities that will affect Government operations.

Coordinate a room-work schedule with the COR at least three (3) weeks prior to arrival on site to start work.

1.5. WORK RESTRICTIONS

On-site work hours are limited to normal working hours of 8 a.m. to 5 p.m., Monday through Friday, unless otherwise approved. Work is not permitted on weekends or Federal Holidays unless with advance

01 10 00 - 2 approval. Prior to working on weekends and Federal Holidays, coordinate with the Contracting Officer and Contracting Officer’s Representative (COR) no later than 72 hours prior to work.

1.6. UTILITY SERVICE

Maintain existing utilities and connections and protect them from damage during demolition and replacement activities. Notify COR not less than 72 hours in advance of utility disruptions that will affect the building and provide a schedule for the outage.

1.7. APPLICABLE CODES, STANDARDS, AND SPECIFICATIONS

All work shall comply with local, state and federal codes and standards applicable to each type of work and as listed in this Summary of Work, drawings/specifications, and contracting documents. Where conflict occurs between drawings, specifications, or codes the most stringent requirements shall govern.

1.8. SAFETY

Once notice to proceed has been given, the Contractor shall have the ultimate responsibility for safety on the project site at all times until final completion and turnover of the project. The Contractor is required to adhere to all current local, federal and state safety requirements, and shall be held accountable to any local, state, or federal safety enforcement officers. CFR 1926 governs all safety requirements under the authority of State and Federal OSHA. The clauses of the Contract further govern safety procedures.

1.9. DISPOSITION OF MATERIALS

Combustible and noncombustible waste material shall be disposed of off-site at an authorized solid waste disposal facility, except as specified otherwise. The Contractor shall comply with all Federal, State and local disposal regulations, and waste hauling shall be done in covered vehicles to prevent spillage. No burning of materials will be permitted. Hazardous wastes (e.g. spent paint materials, solvents and PCB's) shall be disposed of per state and federal regulations. The cost of all waste disposal shall be included in the Contractor’s proposal.

1.10. SUBMITTALS

Contractor shall provide submittals as specified in this section and each specification for base bid and bid options awarded. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity. Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals. Allow 15 calendar days for initial review of each submittal and review of resubmittals. Allow additional time if coordination with subsequent submittals is required. COR will advise Contractor, when a submittal being processed must be delayed for coordination. All submittals shall be submitted electronically unless otherwise noted to the CO and COR. Physical product sample submittals shall be FedEx shipped or other expedited mail to the Refuge office in Kotzebue with an electronic transmittal sheet sent via email to the CO and COR.

1.11. SCHEDULE OF VALUES AND PROGRESS PAYMENT

For each request for progress payment, submit an updated Progress Schedule and a Schedule of Values.

The contractor shall submit these electronically to the COR and CO for review prior to submitting

The Schedule of Values is a statement furnished by the Contractor allocating portion of the contract sum to various portions of the work and used as the basis for reviewing Contractor’s Request for Progress Payment. Arrange the Schedule of Values in tabular for with separate columns to indicate the following for each item listed

A. Line item or related specification sections B. Description of the Work C. Schedule of Value D. Previous requests of payment E. Work in place and stored material F. Authorized change orders G. Total completed and stored to date H. Percentage of completion I. Balance to finish J. Percentage of the Contract Sum to nearest one-hundredth percent, adjusted to total 100 percent K. PART 2 – STATEMENT OF WORK SUMMARY

Provide all materials, tools, and labor as detailed in these documents and in compliance with all local, state and federal regulations and building codes. Demolition and installation of flooring materials shall be coordinated with existing penetrations through floor and walls to include but are not limited to mechanical/plumbing system ducting, piping, and valves, electrical wiring, conduit, and outlets, and any structural members or permanent exhibits. Install all materials in accordance with Manufacturer’s recommendations unless otherwise noted in these specifications.

Unless further specified in other specification sections, provide the following submittals for all materials in accordance with paragraph 1.10: product data for all materials confirming characteristics and technical requirements, manufacturer’s recommended installation instructions, operation and maintenance instructions, warranty, and any Material Data Sheets. Provide physical samples of all materials in Manufacturers standard color range for selection in accordance with paragraph 1.10 of this specification.

Provide a room work schedule in accordance with paragraph 1.4.

Refer to Attachment A to these Specifications for room identification and visual representation of conditions and furniture. The contractor shall be responsible for moving existing furniture in order to accomplish installation. The refuge staff will remove paper/book and personal items and unplug electronic items. There is no furniture, though, in the stairwells (Proposal Options A and B). The refuge has two furniture dollies and one appliance dolly available for the contractor to use, otherwise the contractor shall provide all tools and equipment needed to accomplish work.

2.1 BASE PROPOSAL

The work consists of removal and installation of carpet material, cove base, and transition strips.

A. Demolition: Refer to Specification Section 02 41 90 Selective Demolition for details on acceptable demolition practices. Demolish existing carpet, cove base and transition strips in the following rooms/locations: Office R101, Open Office R103, Office R104, Conference R105, 01 10 00 - 4

Office R106, Office R107, Office R108, Office R109, Hallway R110, Office R111, Office R119, Office R120, Office R123

B. Installation: Install new carpet, cove base, transitions strips in accordance with this Statement of

Work and specific specification section. Provide full quantity of equal to 5 percent of total installed materials as maintenance materials.

1. Carpet: Install new carpet in the following rooms in accordance with Specification Section 09

65 66: Office R101, Open Office R103, Office R104, Conference R105, Office R106, Office R107, Office R108, Office R109, Hallway R110, Office R111, Office R119, Office R120, Office R123. The approximate area of carpeted flooring is 3,605 square feet.

2. Cove Base: Provide new resilient cove base at all rooms indication in Section 2.1, B, 1.

b. Height: 4 inch at all locations

c. Type: Cove with standard toe

d. Finish: Satin

e. Length: Roll

f. Recycled content: minimum 10% pre-consumer

Low-Emitting Material: compliant

h. Adhesive type: Manufacturer’s recommended. Adhesive must comply with SCAQMD

Rule #1168 and qualify for the LEED low-emitting material credit 4.1.

i. Color: Color as selected from manufacturer's standards. Contractor to submit color samples per paragraph 1.10 of this specification.

j. Recommended Manufacturer/Material: Roppe 700 Series

3. Transition Strips: Provide commercial grade matte aluminum or matte stainless steel transition strips at interface between flooring surfaces at new construction and with existing floor finishes. Profiles to comply with ADA guidelines for accessibility.

Submit profile color selections from manufacturer’s standard range for selection. Install edge strips at unprotected or exposed edges, where flooring terminates, or transition between flooring types is made.

2.2. Proposal Option A:

The work consists of removal and installation of rubber flooring, cove base, and transition strips in Stairwell 2.

A. Demolition: Refer to Specification Section 02 41 90 Selective Demolition for details on acceptable demolition practices. Demolish existing rubber flooring including landings and staircase, cove base and transition strips in the following rooms/locations: Stairwell 2

B. Installation: Install new rubber flooring, cove base, transitions strips in accordance with this

Statement of Work and specific specification sections. Deliver to site full quantity of equal to 5 percent of total installed materials as maintenance materials.

1. Rubber Flooring: Install new non-slip rubber flooring including all landings, staircase treads and separate risers in the following rooms in accordance with the below requirements: Stairwell

2. The approximate area of rubber flooring is 145 square feet of landings with 20 risers and 18 treads.

a. ASTM F 1344, Class 1A, Homogeneous solid color

b. Size: 19 11/16" x 19 11/16" (50cm x 50 cm)

b. Nominal Thickness: Tile thickness without profile: 1/8" (3.16mm): Tile thickness with profile 5/32" (3.97mm): Profile thickness: 1/32” (.793mm).

c. Pattern: raised circular vantage profile

d. Low-Emitting Material: compliant

e. Adhesive type: Manufacturer’s recommended. Adhesive must comply with SCAQMD

Demolish existing linoleum flooring, cove base and transition strips in the following rooms/locations: Entry R102, Storage R112, Storage R113, Kitchen R114, Men R115, Janitor R116, (Closet) R116, Women R118, Mechanical R121, Elec/Storage R122.

B. Installation: Install new linoleum flooring, cove base, transitions strips in accordance with this

Statement of Work and specific specification section. Deliver to site full quantity of equal to 5

1. Linoleum Flooring Sheet: Install new linoleum flooring in the following rooms in accordance with the below requirements: Entry R102, Storage R112, Storage R113, Kitchen R114, Men R115, Janitor R116, (Closet) R116, Women R118, Mechanical R121, Elec/Storage R122. Note Men and Women’s Restroom has FRP wall paneling. The approximate area of linoleum flooring is 1,255 square feet.

a. ASTM F 2034, Type I

b. Roll Size: Not less than 78 inches

SECTION 02 41 90

SELECTIVE DEMOLITION

PART 1 - GENERAL

1.01 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Specification Sections 01 10 00 and 01 33 00., apply to this Section.

1.02 SUMMARY

A. This Section includes the following:

1. Demolition and removal of selected portions of building or structure.

2. Demolition and removal of selected site elements.

1.03 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated.

C. Existing to Remain: Existing items of construction that are not to be removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.04 SUBMITTALS

A. Schedule of Selective Demolition Activities: Indicate the following:

1. Detailed sequence of selective demolition and removal work, with starting and ending dates for each activity. Ensure USFWS's on-site operations are uninterrupted..

B. Hazardous Materials: No known hazardous materials exist in the areas of work. If hazardous materials are encountered, the Contractor shall immediately contact the CO and stop work in the area where hazardous materials were encountered.

1.05 QUALITY ASSURANCE

A. Demolition Firm Qualifications: An experienced firm that has specialized in demolition work similar in material and extent to that indicated for this Project.

B. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction. Comply with all local, state and federal building authorities governing this type of construction.

C. Standards: Comply with ANSI A10.6 and NFPA 241.

1.06 PROJECT CONDITIONS

A. USFWS will occupy portions of building immediately adjacent to selective demolition area.

Conduct selective demolition so USFWS's operations will not be disrupted.

B. Conditions existing at time of inspection for bidding purpose will be maintained by USFWS as far as practical.

C. Notify COTR of discrepancies between existing conditions and Drawings before proceeding with selective demolition.

D. Hazardous Materials: At this time no known hazardous materials are located in the areas of Work.

E. Storage or sale of removed items or materials on-site is not permitted.

F. Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations.

1.07 WARRANTY

A. Existing Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials so as not to void existing warranties.

PART 2 - PRODUCTS (NOT USED)

PART 3 - EXECUTION

3.01 EXAMINATION

A. Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

B. Existing penetrations through floor and walls to include but are not limited to mechanical, electrical, and structural are to remain intact and active during the duration of demolition and installation. When unanticipated conflicts of existing elements to remain arise with any existing intended function or design are encountered, investigate and measure the nature and extent of conflict. Promptly submit a written report to COTR.

3.02 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

1. Provide protection to ensure safe passage of people around selective demolition area and to and from occupied portions of building.

2. Provide temporary weather protection, during interval between selective demolition of existing construction on exterior surfaces and new construction, to prevent water leakage and damage to structure and interior areas.

3. Protect walls, ceilings, floors, and other existing finish work that are to remain or that are exposed during selective demolition operations.

4. Cover and protect furniture, furnishings, and equipment that have not been removed.

C. Temporary Shoring: Provide and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished.

1. Strengthen or add new supports when required during progress of selective demolition.

3.03 SELECTIVE DEMOLITION, GENERAL

A. General: Demolish and remove existing flooring material only to the extent required by new installation and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.

Use hand tools or small power tools designed for sawing or grinding, not hammering and chopping, to minimize disturbance of adjacent surfaces. Temporarily cover openings to remain.

2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

3. Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.

4. Dispose of demolished items and materials promptly.

B. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by COTR, items may be removed to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.

3.05 SELECTIVE DEMOLITION PROCEDURES FOR SPECIFIC MATERIALS

A. Floor Coverings: Remove floor coverings and adhesive according to printed recommendations of new flooring material(s) manufacturers.

1. Remove residual adhesive and prepare substrate for new floor coverings by one of the methods recommended.

3.06 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain USFWS's property, remove demolished materials from Project site and legally dispose of them in an EPA-approved landfill.

1. Do not allow demolished materials to accumulate on-site.

2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

3. Secure trash receptacles so that trash/debris are secure from wind.

B. Burning: Do not burn demolished materials.

C. Disposal: Transport demolished materials off USFWS's property and legally dispose of them.

D. Hazardous Materials: No hazardous materials are known to be on-site at this time. Contractor to stop work and notify USFWS if hazardous materials are found.

3.07 CLEANING

A. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

PART 1 GENERAL

1.04 QUALITY ASSURANCE

A. Manufacturer Qualifications: Company specializing in manufacturing specified carpet tile with minimum ten (10) years documented experience.

B. Installer Qualifications: Company specializing in installing carpet with minimum three (3) years experience.

1.05 FIELD CONDITIONS

A. Store materials in area of installation for minimum period of 24 hours prior to installation or per Manufacturer’s recommendations.

2.02 MATERIALS

A. Carpet Tile: Tufted, manufactured in one color dye lot.

1. Product: San Roco manufactured by Interface or approved equal. Carpet must comply with VOC content in item 4.

2. Tile Size: 20 x 20 inch, or 24 x 24 inch, nominal.

3. Recycled Content: Minimum 20% Pre-Consumer or Post-Consumer

4. Color: Color as selected from manufacturer's standards. Contractor to submit color samples per Section 01 10 00 paragraph 1.10.

5. VOC Content: Provide CRI Green Label Plus certified product; in lieu of labeling, independent test report showing compliance is acceptable.

6. Limited Wear Warranty: Minimum limited wear warranty of 15 years

2.03 ACCESSORIES

A. Sub-Floor Filler: Type recommended by flooring material manufacturer.

B. Adhesives: Acceptable to carpet tile manufacturer, compatible with materials and substrates being adhered; maximum VOC of 50 g/L; CRI Green Label certified; in lieu of labeled product, independent test report showing compliance is acceptable.

PART 3 EXECUTION

3.01 EXAMINATION

A. Verify that sub-floor surfaces are smooth and flat within tolerances specified for that type of work and are ready to receive carpet tile.

B. Verify that wall surfaces are smooth and flat within the tolerances specified for that type of work, are dust-free, and are ready to receive carpet tile.

C. Verify that sub-floor surfaces are dust-free and free of substances that could impair bonding of adhesive materials to sub-floor surfaces.

3.02 PREPARATION

A. Remove existing residual adhesives from previous installation.

B. Remove sub-floor ridges and bumps. Fill minor or local low spots, cracks, joints, holes, and other defects with sub-floor filler.

C. Vacuum clean substrate.

3.03 INSTALLATION

A. Starting installation constitutes acceptance of sub-floor conditions.

B. Install carpet tile in accordance with manufacturer's instructions and CRI Carpet Installation Standard.

C. Install carpet tile in accordance with manufacturer's instructions and CRI 104.

D. Blend carpet from different cartons to ensure minimal variation in color match.

E. Cut carpet tile clean. Fit carpet tight to intersection with vertical surfaces without gaps.

F. Fully adhere carpet tile to substrate.

G. Trim carpet tile neatly at walls and around interruptions.

H. Complete installation of edge strips, concealing exposed edges.

3.04 CLEANING

A. Remove excess adhesive without damage, from floor, base, and wall surfaces.
