KENAI NWR Contact Station

Building Leveling and Helical Piers

Work Statement 29 January 2015

Statement of Owners Objectives: Construction Services

Kenai National Wildlife Refuge

Visitor Contact Station Foundation Repair

Revision: January 30, 2014

1.0 SCOPE OF WORK

1.1 Background:

The Kenai National Wildlife Refuge Contact Station located at the Russian River Ferry approximately 35.5 miles East of Soldotna, AK on the Sterling Hwy. The contact station is small a log structure approximately 12’x16’ (Size to be verified by contractor) on 3, 16” steel

I-beams that are welded to 6, 6” steel piers of unknown depth. The Piers are welded directly to the I-beams. There is also an attached deck that is supported by screw-jacks to adjust the level of the deck. Frost heaving has driven several of the piers up causing the floor to be canted at an unsafe degree and render the building un-useable. The intent of this statement of objectives is to bring the building back to serviceable condition by replacing the existing steel pipe piers with drilled helical piers.

1.2 Base Proposal:

DESIGN

Provide a stamped engineered helical pier design that will support the structure in its current location. The design should accomplish the following:

1. Perform a geotechnical investigation as necessary to determine underlying soil conditions

2. Provide a pier sizing diagram from a licensed engineer that will:

a. Prevent building disruption of the building from the existing steel piers

b. Adequately support the structure

c. Provide for future adjustments to level the structure and accommodate future movement of the sub-base

3. Provide the most cost effective solution to the U.S. Fish and Wildlife Service to level the structure. .

CONSTRUCTION

1. Upon design approval by the Service, and subsequent notice to proceed (NTP) provide full construction services outlined in the design provided as the base proposal. Work will include, but is not limited to

a. Remove the structure as necessary to facilitate pier installation

b. Remove existing piers (if required by design)

c. Install helical piers

d. Replace the structure

e. Site Clean-up
