About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Health, Bureau of Radiation Control (BRC). The BRC is requesting to purchase two neutron radiation detectors that are compatible with mobile radiation detection systems manufactured by Radiation Solutions Inc. (RSI). The BRC currently owns 3 RSI mobile systems, while Florida Highway Patrol owns 9, and the Department of Energy and Department of Homeland Security own over 10 RSI mobile systems. The BRC is seeking to purchase the detectors as a single source from RSI, as they are the only manufacturer of neutron detectors compatible with the RSI systems. The estimated dollar amount for the purchase is $126,400.00.
The justification for the single source acquisition is that the RSI Model RSN-4-Short (He-3) Neutron Detectors are the only detectors compatible with the existing RSI mobile systems owned by the BRC, FHP, DOE, and DHS. RSI is the sole manufacturer of these detectors, and they are necessary to ensure interoperability and coordination during radiological/nuclear search missions across the agencies.
