Sole Source Justification for F117 Engine Rotator Kits
This is a Sole Source Justification memorandum from the Department of the Air Force, Oklahoma City Air Logistics Complex at Tinker Air Force Base, dated March 17, 2026. The Air Force seeks to procure 4 units of Enerpac SWE18965DTT F117 engine rotator kits, which are motorized tools used to rotate jet engine rotors during borescope visual inspections and connect directly to driven shafts on F117 engines. The rotator kits were specifically designed to interface with F117 turbofan engine hardware and are annotated by Pratt and Whitney technical data in bulletin 81959B2.
The contracting officer has determined that Hydratight Operations Inc. (Enerpac), located in Antigo, Wisconsin, is the sole vendor capable of fulfilling the government's requirements. Hydratight maintains exclusive control over its products and services without utilizing distributors or third-party providers. The vendor is designated as a Large business with CAGE code 87641. Market research confirmed that prescribed engine rotators currently used in F117 operations are unsupported by the OEM manufacturer and are unrepairable locally. The Air Force will continue market research to determine whether Hydratight can expand its offerings or if any other manufacturers can develop comparable equipment. The contracting officer has determined, in accordance with RFO FAR 12.102(a), that single-source acquisition is reasonably justified under the circumstances.
