About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification document issued by the Department of the Interior, Interior Business Center, on behalf of the Office of the Inspector General (OIG).

The acquisition seeks to procure HVAC maintenance services and Computer Room Air Conditioning (CRAC) unit replacement from General & Mechanical Services (GMS), the current incumbent contractor. GMS will install two Liebert replacement units in Rooms 388 and 389, provide a six-month maintenance agreement, and supply a six-month spot cooler rental. The contract period of performance extends from September 25, 2026, through March 24, 2027. The estimated values for these three components are redacted in the document. The sole source justification is based on GSAR 538.7104-3(b)(1)(ii), citing that only one source is capable of providing the unique and specialized products and services required. The rationale emphasizes that replacement parts for the CRAC units will be discontinued on September 1, 2026, and an 11-week lead time is necessary for completion. GMS possesses all required certifications, licenses, and facility access. Market research conducted by OIG yielded two technically unacceptable quotes from competing vendors who indicated they could not execute the replacement in time. The six-month contract extension is included under FAR 52.217-8 to allow GMS to complete the CRAC replacement before the current contract expires on September 24, 2026. The justification was signed and certified by Heather Watroba, Contracting Officer, and Marshall Jackson, Contracting Officer's Representative, on August 20, 2026.

FEDERAL SUPPLY SCHEDULE (FSS)

SOLE SOURCE JUSTIFICATION

AUTHORITY: Revolutionary FAR Overhaul (RFO) 8.401(b), General Services Acquisition Regulation (GSAR) 538.7104-3(a) and 40 U.S.C 501(b)(1)(A)

Contract Number: GS06F0013T/140T0121F0040

This acquisition is conducted under the Federal Supply Schedule (FSS) program.

1. Contracting activity/agency.

Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of DOI, Office of the Inspector General (OIG).

2. Description of supplies or services required to meet agency needs.

General and Mechanical Services (GMS) currently has the heating, ventilation, and air conditioning (HVAC) maintenance contract for OIG GS06F0013T/140T0121F0040 which expires on September 24, 2026. GMS has all the required certifications, licenses and access to the facility. OIG requires replacement of the Computer Room Air Conditioning (CRAC) units located in Rooms 388 and 389.

Because of the lead time required to order and install the units, OIG is also requesting a six-month extension. This will include a six-month maintenance agreement and six-month spot cooler rental.

Estimated value for installation of two Liebert replacement units is The value for the six-month maintenance extension is and the value for the six-month spot cooler rental is

. The period of performance is from September 25, 2026, through March 24, 2027.

3. Identification of the limited source(s) to be solicited.

Adele Oliver Director Sales & Marketing General & Mechanical Services (GMS) 1007 Skidmore Drive Annapolis MD 21409 O: 410-349-4070 ext 107 D: 443-585-0738 aoliver@gms-hvac.com https://gms-hvac.com

4. Reason for authority cited. The Contracting Officer has determined the circumstances of the action deem it necessary to limit the source.

GSAR 538.7104-3(b)(1)(ii) – Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

5. Rationale.

GMS currently has the HVAC maintenance contract and has all the required certifications, licenses and access to the facility. In conducting market research for the re-compete of this contract, OIG discovered that some of the parts for the CRAC unit that needs to be replaced will be discontinued on September 1, 2026. Therefore, these replacement parts need to be ordered before this date in order to ensure the full replacement of the unit. OIG initially intended this replacement to be included as part of the re-compete, but due to the urgency of the replacement, GMS is in the best position to complete the replacement prior to the parts being discontinued. Therefore, this CRAC replacement will be executed as a modification to the current contract. This replacement was not included in the original scope of work.

The lead time for replacement and installation is eleven weeks. The current contract will expire on September 24, 2026. Therefore, a six-month extension under FAR 52.217-8 is also included in this justification. The six-month extension will cover six months of maintenance, six months of the spot cooler rental, and the installation of the CRAC units.

6. Market Research.

OIG released a solicitation requesting quotes for both a maintenance contract and replacement of the CRAC units. In response to the solicitation the vendors indicated that replacement parts will be discontinued on September 1, 2026, and the replacement could not be executed in time. OIG received two quotes in response to the re-compete. Both quotes were technically unacceptable and un-awardable. As a result, the current vendor, GMS, is the only vendor able to execute the replacement in time.

7. The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.

I certify this justification is accurate and complete to the best of my knowledge and belief.
