Project Description:

This project involves the inventory of Wallowa County listed invasive plants along system trails within the Middle portion of the Seven Devils Wilderness Area, in the Snake River of the Hells Canyon National Recreation Area (HCNRA). This is a continuation of a project that took place on the northern and middle portion of the Seven Devils Wilderness. This contract is to finish invasive plant inventory in the Seven Devils Wilderness area in the southern portion. Approximately 40 miles of trail are identified for inventory. These areas have not been inventoried for invasive plants, so all sites detected will be considered “new” infestations and will require documentation.

Work Requirements:

The trails and area identified for inventory will require multiple days of completing work due to the remote location of the project site. Contractor will coordinate with USFS on access to the project area. Optimal dates for inventory will be July-August, but will further be determined upon award of the contract.

Contractors will be given a map post award with the project area boundary as well as trails to be traveled. Weed infestations encountered shall be documented, density recorded, GPS located, photographed and mapped as part of the final required records following the invasive plant inventory worksheet provided at award of contract. A track log will be required during travel throughout the contract area. Work requirements and involvement will further be discussed post award. Invoices may be submitted after passing final inspection with all required documents turned in and approved.

Inventory acres are estimated at 150 acres. This estimate includes traveling along 40 miles of trail, which adds up to approximately 150 acres of inventory, which is reflected on the Task Order as acres to be inventoried.

All work shall be in accordance with the parent noxious weed contract for the Wallowa Whitman National Forest. Please refer to this contract, especially the Performance of Work Statement, for additional guidelines. All federal regulations and policies as stated in the Forest Contract shall be followed. All Wilderness regulations will apply. This will include, but not limited to, possession and compliance with a permit, non-motorized and motorized use restrictions, public notification, compliance with Project Design Features (available post award), and safety.

Project Location:

This project will take place within the middle portion of the Seven Devils Wilderness, HCNRA. Several remote trailheads grant access to the project area and will be available depending on the time of year. Due to the high elevations, some trailheads may still have snow on the ground preventing access.

Project Area:

North Boundary = Horse Heaven/Freezeout Ridge (T3S R2W S9)

South Boundary = Seven Devils Wilderness Boundary

Access to Area: Windy Saddle Trailhead (T23N R2W S7)

Black Lake Trailhead (T4S R2W S3)

Periods of Performance:

The Notice to Proceed will be issued with an effective date following the award date. Work can begin, weather and plant phenology dependent, on or around July 1st, 2020. All work must be completed, finalized, and approved by October 30th, 2020.

All work shall be conducted during optimum times for maximum effectiveness. Inventory is recommended in the summer or fall, however, the timing shall be subject to plant phenology, weather, and forest considerations, which may result in multiple trips. Coordination of work trips will be discussed post award.
