Original to CO, CC to Contractor, B&F and COR Project Description:
This project involves the inventory, treatment, and restoration of Medusahead Rye sites in the Chesnimus, Wallowa Valley Ranger District. This project will be in close coordination with the Forest Service and contractors to determine the most suitable time for inventory, treatment, and restoration of sites in the Chesnimnus area.
Wallowa County is currently undertaking a collaborative effort to address annual invasive grasses on public and private lands. This project is in coordination with Wallowa Resources and other private land owners to ensure consistent treatments across land ownership boundaries.
Work Requirements:
The project area identified will require multiple days of completing work due to the location of the project site, areas identified for inventory as well as the requirement for restoration. All three of these activities will occur separately. Contractor will coordinate with USFS on access throughout the project area. Dates for treatment will be determined upon plant phenology and weather.
Contractors will be given a map post award with known weed infestations to be treated. Weeds found outside documented infestations will be recorded and later treated. The work involved with this contract shall utilize spot spraying via backpack and/or mobile ground methods. New weed infestations encountered shall be documented, density recorded, GPS located, photographed and mapped as part of the final required records. A track log will be required during treatment and inventory throughout the contract area. Daily treatment records, provided by Forest Service, need to be turned in and accepted before work is approved. Chemical will be provided by the contractor and should be reflected in the quote. Restoration activities will take place in coordination with the Forest Service. Seed will be provided along with a limited supply of seed dispersal equipment. Work requirements and involvement will further be discussed post award. Invoices may be submitted after passing final inspection with all required documents turned in and approved.
Herbicide treatment quotes shall be based on net acres. The net acres are an estimate, which is reflected on the Task Order as acres to be treated. All work shall be in accordance with the parent noxious weed contract for the Wallowa Whitman National Forest. Please refer to this contract, especially the Performance of Work Statement, for additional guidelines. All federal regulations and policies as stated in the Forest Contract shall be followed.
The Wallowa Whitman National Forest Invasive Plants Treatment Project ROD was signed in March of 2015, allowing EDRR treatments and treatments of all documented weed sites with eleven approved chemicals. Only approved herbicides, as listed in the parent contract, shall be utilized. Approved herbicides include Chlorsulfuron, Metsulfuron-methyl, Sulfometuron methyl, Imazapic, Imazapyr, Picloram, Clopyralid, Triclopyr, Glyphosate, Sethoxydin, and aminopyralid.
Project Location:
This project will take place throughout the Chesnimnus area with Crow Creek as the west boundary, the 46 road as the north boundary, Thomason meadows & 46 road as the east boundary, and Chesnimnus creek and USFS/private land junction as the south boundary.
Periods of Performance:
The Notice to Proceed will be issued with an effective date following the award date. Work can begin once this is issued, access, weather and plant phenology dependent or on or around September 1st, 2020. All work must be completed, finalized, and approved by October 30th, 2021.
All work shall be conducted during optimum times for maximum effectiveness. Treatment is recommended in the spring or fall, however, the timing shall be subject to plant phenology, weather, and forest considerations, which may result in multiple trips. Coordination of work trips will be discussed post award.

Government Furnished Property will be provided at the post award conference.
