About this file
This is Amendment No. 1, dated July 18, 2019, to RFS No. F-500632/LI issued by the Palm Beach County Purchasing Department for an Automated External Defibrillator (AED) Management Program. The amendment provides clarifications and modifications to the original RFS document with a submittal due date of July 29, 2019. Key changes include revisions to Section 3.2.2 permitting respondents to submit database examples on either a CD or flash drive in Microsoft Excel format, and substantial amendments to Section 4.4 regarding training requirements. The training provision specifies that the contractor shall provide CPR/AED training to both county and non-county personnel in county buildings, with training courses including both Adult and Pediatric CPR in accordance with nationally recognized programs. The total annual training capacity equals ten times the number of managed AEDs, with classes sized between five and thirty-five persons, scheduled yearly by the County Risk Management Department, upon departmental request with Risk Management approval, or upon new AED installation.
The amendment addresses seven questions from potential bidders, clarifying that severe bleed kit pricing should be quoted as a complete kit rather than individual item components; that pricing may remain fixed or increase annually at the County's preference for set pricing in a declining direction; that yearly inventory checks and physical site inspections may occur during separate visits due to established timeframes; that AED cabinet installation is performed by the County's Facilities Development and Operations Department; and that contractors should offer one percentage discount applicable to all AED brands and models rather than varying discounts by brand. The amendment confirms the County has an existing Medical Director overseeing the AED program and clarifies that AED cabinet batteries are standard 9-volt units. All bidders must acknowledge receipt of this amendment by signature and submit the signed acknowledgment with their response, or their submittal will be deemed non-responsive.

B. Questions received from Life Safe Services and Risk Management’s responses:
Q.1. For section 3.2.2 can we submit a flash drive instead of a CD.?
A.1. See Section A., Item 1. above.
Q.2. To adequately treat two wound patients you will need 2 Quick Clot Dressings, or clotting powders. Should we still bid just one as directed? You can cut the one bandage for 2 people, but that will waste time.
A.2. Please follow the solicitation as directed.
Q.3. Your request for SBK2-SWT, is a repackaged product and branded with a private label. The package is much less expensive if purchased directly from the manufacturer, it includes everything requested. Is this acceptable?
A.3. This is acceptable, as long as the Severe Bleed Kit includes all of the items listed in Section 4 SCOPE OF WORK/SERVICES, item 4.3 CONTRACTOR’S RESPONSIBILIES, item E. in the exact same quantity as listed for each item:
i. through ix.
Q.4. There is no training requested for Severe Wound Care. The tourniquet should not be used by those not trained in tourniquet use.
A.4. Training is not included for severe wound care under this solicitation.
Training for tourniquet use is included under the County’s First Aid training courses.
Q.5. The pricing sheets has the Severe Bleed Kit Items itemized, since the bid calls for all items to be in one Heavy duty re-sealable package, can we submit just the one price for the entire kit?
A.5. The County is requesting the rate for each kit. The Price Submittal Page lists the items to be included in the Severe Bleed Kit, but the County is not requesting the rate for each of the individual items.
Q.6. FYI: The Infant \ child key has been on backorder an extremely long time.
A.6. The County is aware that the infant/child key is on back order.
Q.7. Regarding section 4.4 Training
Which type of CPR training do you want. Adult - or - Adult and Pediatric.
A.7. See Section A. Item 2. above.
C. Questions received from Readiness Systems and Risk Management’s responses:
Q.1. Would the district consider having AED Remote Monitoring as part of their solution to save labor, reduce risk and liability to be provided by the winning vendor?
A.1. At this time the County is not able to consider the option of remote AED monitoring.
D. Questions received from AED Superstore and Risk Management’s responses:
Q.1. Page 1, Section 1.4 - if the county chooses to move forward with the renewal options, does the pricing offered remain the same over the four option periods, or can an annual increase be implemented against the offered pricing.
A.1. The County would prefer set pricing for the duration of the Contract, however pricing options would be considered in a declining direction.
Q.2. Page 16, Item B & C - Can the contractor perform the yearly inventory check and the physical site inspection during the same visit?
A.2. The County has certain established time periods when inventory checks must be completed, these time periods may or may not overlap with the site inspection time periods.
Q.3. Page 47 (Appendix A, Page 3 of 4) - on the other supplies, please clarify what “installed by other” means.
A.3. “Installed by other” refers to the fact that the County’s Facilities Development and Operations Department installs the AED cabinets at the County’s building locations.
Q.4. Page 47 (Appendix A, Page 3 of 4) - in the Non-Weighted Costs section, can we offer different percentages off list based on the brand/model of AED, or can we only offer one percent off for all brands/models?
A.4. The County prefers one (1) brand with a percentage off the AED price.
Q.5. Does the County have interest in a licensed physician to oversee the AED program or does one already exist?
A.5. The County has a Medical Director who oversees the AED Program.
Q.6. Should the prices associated with training classes be included in the Appendix A, Item 1 line (i.e. combined with the per AED management price)?
A.6. The cost for the training classes should be included in Appendix A, Item 1 in combination with the per AED management cost.
Q.7. What type of batteries are used in the AED cabinets?
A.7. The AED cabinets take a standard 9 volt battery.
All changes addressed in this Amendment No. 1 shall be incorporated into RFS No. F- 500632/LI and the final contract. All other terms and conditions of the RFS remain the same and unchanged.
