DESCRIPTION OF SERVICES

This Performance Work Statement (PWS) outlines the general programmatic and technical activities required to provide F-4 spare parts in support of Foreign Military Sales (FMS) customers.

1.1 Scope

The scope of this effort is for single contractor who shall act as the prime procurement source for the required F-4 spare parts. The initial parts listing is defined in Attachment 1.

This effort will be completed using indefinite delivery/indefinite quantity (IDIQ) services contract methodology. Emergent requirements may be identified under the scope of this contract, for which new negotiations will be conducted as part of the task order / delivery order (TO/DO) ordering process. The government reserves the right to not make any award for this effort.

1.2 Requirements

The contractor shall procure or manufacture the required F-4 parts listed in Attachment 1. For brevity, for the remainder of this document the term contractor refers to the contractor, subcontractors and all work performed under teaming agreements.

Parts may be procured from multiple sources and shall be either from an original equipment manufacturer (OEM), an existing or new manufacturer, a distributor or aftermarket/surplus source.

1.3 Sources of Procurement

The contractor shall identify the procurement source and best method to procure each part that is the most cost-effective and ensures each part conforms to its applicable technical data. Existing manufacturer, distributor or after market should be considered as the preferred procurement method. The contractor shall notify the USG Program Office (USG PO) in the event no source for a part can be found. The contractor shall provide, with their proposal, a detailed subcontracting plan identifying procurement method and sources.

1.3.1 Manufactured Parts

1.3.1.1 Technical Data

The contractor shall manufacture parts in accordance with (IAW) the most current revision of drawings and specifications, Engineering Orders (EOs) and Engineering Change Orders (ECOs) found in the Joint Engineering Data Management Information Control System (JEDMICS). For currently manufactured parts, the contractor shall identify in their proposal the revision used for the manufacture of each part. Additionally, the contractor shall follow the applicable specifications and requirements identified in paragraph 3 for producing and testing items.

If access to technical data is required for proposal, the offeror may request the applicable technical data from the Procurement Contracting Officer (PCO) on a part-by-part basis. The request shall include the specific NSN for which technical data is being requested and justification of the need.

After contract award, the contractor shall identify a designated contractor point of contact via a Military Critical Technical Data Agreement, AF Form 2345, to research and receive technical data. This point of contact shall request access to JEDMICS via a System Authorization Access Request, DD Form 2875. The contractor shall notify the USG PO if problems are encountered while requesting access.

1.3.1.2 Variances

If, during the manufacture of a part, the contractor is unable to comply with a requirement in the documentation, the contractor shall submit to the USG PO a request for variance (RFV) using a DD Form 1694 for each variance. RFVs shall include all waivers and deviations requested by the contractor. The contractor must receive RFV approval from the PCO before proceeding with implementing the variance. The contractor shall document approved variances on the inspection and receiving report that accompanies each part type/lot shipment. The USAF will retain material review board authority for all changes.

1.3.1.3 Manufacturing Process Variances

The contractor shall make every attempt to comply with existing manufacturing processes (see paragraph 3). In the event a manufacturing process cannot be followed, and a new manufacturing process must be developed, the contractor shall include a detailed explanation of the new process including the proposed manufacturing process technical data in the RFV. Additive manufacturing processes shall be IAW DoDI 5000.93 and ISO/ASTM 52900:2021. New manufacturing processes shall not degrade any aspect of the part. The contractor shall not implement new manufacturing processes until approved by the USG PO and PCO. The contractor shall verify that the new process successfully produces an acceptable part.

1.3.1.4 First Article Inspection/Test

For newly manufactured parts, the contractor shall be responsible for conducting all required first article inspections and/or testing per AS9100. The contractor shall accomplish first article inspection/first article testing (FAI/FAT) on the first production article which is in addition to any required acceptance testing (individual or lot) for that part. The FAI/FAT results report shall be submitted to the USG PO for review and approval within 30 calendar days after completion of first article. (CDRL A003) The contractor shall make available to the USG for review the results of acceptance testing for the first article unit and all subsequent units. The contractor shall accomplish recurring FAI/FAT at the appropriate intervals as specified in the applicable technical data. The contractor shall not submit a first article for acceptance/inspection by the designated government representative (see paragraph 1.8) or deliver parts to the continental United States (CONUS) shipping location until the FAI/FAT is approved by USG PO. The contractor may request a waiver of FAI/FAT for non-critical safety items (CSI) if the part, or a similar part, was or is in production on a Department of Defense contract and a first article has already been approved, provided the first article approval was issued within the last thirty-six (36) months. The contractor shall submit all waiver requests to the USG for approval no later than sixty (60) days prior to completion of the first production unit.

1.3.1.5 Existing Manufacturing Source

The contractor shall select the OEM or an existing, current manufacturer when available. For source-controlled parts, identified with an acquisition method suffix code (AMSC) of “C” on Attachment 1, the contractor shall select a qualified manufacturing source. Qualified manufacturing sources are identified on the screening analysis worksheet (SAW) or applicable technical data. The contractor shall notify the USG PO of any anomalies when identifying qualified sources. If the contractor is currently or has previously manufactured the source-controlled part as a qualified source but is not identified in the SAW or technical data, the contractor may submit a request, including proof of source qualification, to the USG PO to be evaluated as a qualified source.

1.3.1.6 New Manufacturing Source

In the event an existing, current manufacturing source cannot be identified, the contractor may select a new manufacturing source. New manufacturers shall be competent in the production of the required part, or like parts, and capable of manufacturing IAW the most current revision of drawings and specifications.

When identifying a new manufacturing source for source-controlled parts, the contractor shall submit a source approval request (SAR) package IAW FAR 9.202(a) and DoD 4120-24M and FAR 9.202(a) as amended by DFARS 209.270-4(a)(2). This SAR package shall include all the technical data required to demonstrate that the prospective supplier can competently manufacture the item to the same level of quality as, or better than, the currently qualified source(s). For newly qualified manufacturers the FAI/FAT will not be waive. The contractor shall not proceed with procurement until the SAR package has been approved by the USG PO. Qualification of new manufacturing sources shall be considered as a last option for procurement of the required part(s).

1.3.2 Aftermarket Parts

For all parts being procured from an aftermarket source, the contractor shall confirm the appropriate condition code, adequate traceability documentation and completion of a successful visual inspection has been accomplished prior to procurement.

1.3.3 Aftermarket Condition Codes

Acceptable condition codes for aftermarket parts include:

FN: Factory New – new part from original manufacturer/distributor, produced within the last 4 months NE: New Stock – new part from original manufacturer/distributor produced more than 24 months ago NS: New Surplus – new part from a third party Other condition codes may be submitted by the contractor to the USG PO for review on a part-by-part basis and must be approved by the USG prior to procurement. Monthly meeting minutes shall be used to document USG PO approval for procuring parts with other condition codes.

The contractor shall include the condition code for each part in the aftermarket inspection report. (CDRL A004)

1.3.3.1 Traceability Documentation

The contractor shall provide documentation of traceability for any aftermarket parts being procured. This documentation shall include, at a minimum, proof of manufacture by qualified manufacturing source or OEM and quality assurance acceptance by the manufacturing source. In the event traceability documentation is not available, the USG PO may authorize alternative documentation, such as a contractor-developed product conformance documentation package/certificate of conformance (CofC). This process will be conducted on a case-by-case basis. Complete traceability documentation shall be provided to the USG PO. (CDRL A005)

1.3.3.2 Visual Inspection

The prime contractor shall perform an in-person visual inspection for every aftermarket part procured prior to submission to the USG PO for acceptance. Inspection by photograph is not acceptable. In the event the part is in original manufacturing packaging, visual inspection will be limited to the packaging and not require part removal from original packaging. The contractor shall verify no evidence of damage, degradation, mishandling or tampering of the part (or packaging) exists. In the event the contractor identifies an anomaly, the contractor may request the USG PO accept the anomaly and not reject the part if the contractor determines the anomaly will not affect the part’s performance, function, service life or integrity. The contractor shall include in the aftermarket inspection report (CDRL A004) all pertinent information related to the inspection for each item inspected including, but not limited to:

-Date and location of inspection including participating company names.
