About this file

This document is an Express NDAA Certification attachment related to the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019. The certification requires merchants to provide representations regarding covered telecommunications equipment and services, specifically addressing compliance with federal procurement regulations. Merchants must review the System for Award Management (SAM) for excluded parties and complete sections indicating whether they provide or use covered telecommunications equipment or services in government contracts.

The form requires merchants to make two key representations: first, whether they will provide covered telecommunications equipment or services to the government in contract performance, and second, whether they use such equipment or services after conducting a reasonable inquiry. The document is dated September 14, 2020, and is associated with a Department of State solicitation (PR15199347) for carpet tiles and adhesive, though the specific details of that procurement are not elaborated in this certification document.
