About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Health, Environmental Health Division, Environmental Laboratory. The document outlines the agency's intention to procure Colilert and Enterolert reagents and supplies for a three-year term to support amplified testing of Enterococci in recreational water and total coliform and E. coli in drinking water. The procurement covers multiple commodity categories including laboratory stands and racks, indicators and reagents, temperature measuring instruments, water testing equipment, laboratory glassware and plasticware, storage containers, laboratory implements, and sampling equipment. The single source purchase was posted on March 4, 2026, with a response deadline of March 25, 2026. Prospective vendors may submit information regarding their ability to supply the requested commodities, though the agency has identified IDEXX Laboratories, Inc. as the intended single source.
The estimated dollar amount for this three-year procurement is $204,771.60. The justification for single source acquisition centers on IDEXX Laboratories, Inc. being the sole manufacturer and distributor of the specified reagents and supplies. The Florida Department of Health Environmental Laboratory is certified to perform testing only using these specific products in accordance with The NELAC Institute (TNI) Standard Method 23rd edition lab analysis 9223B and Enterolert Quanti/Tray testing methodology, and continued use of these supplies is necessary to maintain the agency's accreditation for drinking water microbiology and non-potable water microbiology testing. The primary contact for inquiries is Israel Campbell, reached at 850-245-4199 or Israel.campbell@flhealth.gov, and the procurement was approved by Allegra Small, Purchasing Director.
