About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Health (DOH), specifically involving the Marion County Health Department (CHD) and Carmody Software, Inc. The document outlines a one-year contract for document database set-up, scanning, and import of documentation related to Onsite Sewage Treatment Disposal System (OSTDS) records. The solicitation was posted on 9/2/2025 with a response deadline of 9/23/2025, seeking database management system software, compliance software, and related maintenance services to facilitate the transfer of OSTDS permitting program administration from Marion CHD to the Florida Department of Environmental Protection (DEP).

The estimated dollar amount for this single-source procurement is $327,110.00, with Carmody Software, Inc. identified as the sole source vendor due to their unique capabilities. The justification for single-source acquisition includes Carmody's ability to ensure efficient record management, maintain existing file formats, support online portal features, and standardize historic digital OSTDS records. Carmody Software is noted as the exclusive manufacturer and distributor of their proprietary e-file software and systems, which DEP currently uses for receiving transferal records into a publicly accessible digital file consistent with their existing OSTDS permitting practices.
