About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health, specifically the Division of Emergency Preparedness and Community Support's Bureau of Radiation Control. The procurement seeks a three-year contract for calibration, maintenance, and extended warranty services for radiation equipment from IBA Dosimetry America, Inc. dba RADCAL, covering two United National Standard Products and Services Codes (NSPSC): 41111929 for radiation detectors and 77101503 for environmental indicators analysis. The solicitation is posted from June 19, 2025, with a last day for receipt of information on July 14, 2025, and encompasses services for x-ray inspection equipment originally procured through Agency ITB DOH19-052.

The total estimated contract value is $143,655.00, with the justification for single-source procurement based on Radcal being the original equipment manufacturer that has not made repair, servicing, or maintenance information available to third-party providers. The equipment is critical for performing radiation machine inspections required under Section 404.2 of Florida Statutes and has an estimated useful life of 10 years. The contract aims to ensure the department can continue making legally defensible findings of compliance or non-compliance with state rules and statutes. The procurement is unrestricted and appears to be funded through the Florida Department of Health's standard budget allocations for equipment maintenance and regulatory compliance activities.

Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):

The department uses Radcal x-ray inspection equipment to perform radiation machine inspections required in Section 404.2, Florida Statutes. This equipment was procured through Agency ITB DOH19-052 and has an estimated useful life of 10 years. The equipment must be maintained and repaired so that the equipment can be used to make legally defensible findings of compliance or non-compliance with state rules and statutes. No other provider is capable of servicing, maintaining or repairing the equipment as the manufacturer, Radcal, has not made repair, servicing or maintenance information available to third parties. This makes the services requested under this purchase a proprietary service only available from Radcal, the device manufacturer.
