About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health (DOH), specifically from the Bureau of Personnel and Human Resource Management. The document outlines a request for a three-year annual subscription to the Training Finder Real-time Affiliate Integrated Network (TRAIN) Learning Management System from the Public Health Foundation. The procurement is being pursued under a single-source acquisition method, with the solicitation posted on 5/9/2025 and the last day for receipt of information set for 6/2/2025.

The estimated dollar amount for this procurement is $146,000, with justification provided that the Public Health Foundation is the sole owner and provider of the TRAIN Learning Network, database, and web architecture. The DOH indicates that purchasing the upgrades, modifications, enhancements, and maintenance from this specific vendor is in the best interest of the department to maintain continuity of operations and mandatory employee training requirements. The procurement is approved by Allegra Small, Purchasing Director, and is designed to meet the department's need to provide a learning management system that supports uniform, non-programmatic training requirements for all DOH employees.
