About this file
This is a sanitary sewer infrastructure map and related procurement file for the City of Daytona Beach, Florida, depicting existing lift station facilities, force mains, gravity mains, and manholes in the service area. The City of Daytona Beach solicits bids through Invitation to Bid (ITB) 2603ITB for Lift Station #53 Improvements, a comprehensive wastewater infrastructure project requiring replacement and upgrade of an existing lift station located at 1319 Avenue D in Ormond Beach. The project deliverables include complete demolition and reconstruction of the facility, installation of two Flygt submersible pumps, construction of an 8.0-foot diameter wet well, installation of approximately 19,500 linear feet of new 6-inch PVC and 8-inch HDPE force main piping, and site improvements including roadway restoration. A non-mandatory pre-bid conference is scheduled for December 19, 2025, at 10:00 a.m. via Microsoft Teams. The question submission deadline is January 8, 2026, at 5:00 p.m., and bid proposals are due January 15, 2026, at 2:00 p.m. through the City's OpenGov procurement platform. The contract term is three years from City Commission approval, with options to renew for two additional one-year terms.
Bidders must hold an active Florida General Contractor license with a minimum of five years of experience and demonstrate capability to obtain all required permits. A bid bond equal to 10 percent of the bid amount is required, and 100 percent performance and payment bonds are required if the contract exceeds $100,000. The City will conduct a local vendor preference evaluation whereby if the lowest responsive offer comes from a non-local vendor and a local vendor's offer is within 10 percent, both will be invited to submit best and final offers. All submissions must be made online through the City's OpenGov procurement platform, with no paper bids accepted. The project requires integration with existing wastewater infrastructure, compliance with Volusia County development standards, Florida Department of Transportation specifications, and Florida Department of Environmental Protection regulations, and implementation of comprehensive bypass pumping to maintain continuous lift station operations.
