About this file
This file is an Exhibit RFP Frequently Asked Questions and Addendum document issued by the Confederated Tribes of Siletz Indians (CTSI) for museum exhibit design, fabrication, and installation services for the Ghii Dee-Ne Dvn tribal museum in Siletz, Oregon. The project encompasses approximately 16,400 square feet of indoor exhibit space across multiple functional areas including a plankhouse auditorium, three permanent exhibits (Ancestral Story, Colonization Story, and Restoration Story), temporary/special exhibits, public spaces, and a cultural education area. The procurement is structured in two phases, with Phase One focusing on exhibit design and Phase Two encompassing fabrication and installation. The deadline to submit questions was Friday, March 13, 2026 at 4:30 PM PT, with written RFP submissions due Monday, March 23, 2026 at 4:30 PM PT. Finalist presentations are scheduled for April 28, 2026, intent to award notification by May 18, 2026, contract award by June 5, 2026, and project kick-off on July 1, 2026. CTSI is simultaneously soliciting bids for the Museum Architecture & Engineering RFP and will design the building and exhibits concurrently, with construction commencement dependent on design completion timelines.
CTSI does not disclose a specific budget and requires firms to provide their typical cost range as price per square foot for fabrication and installation services. The RFP is open to two separate contracts—one for design and one for fabrication/installation—though CTSI prefers one lead company for the entire project. Indian Preference awards 15 evaluation points exclusively to lead proposing firms with 51 percent or greater Native American/tribal ownership; subcontractors do not qualify for these points. Appendix A requires complete pricing disclosure and itemization of all subcontractor costs. The tribe requires contractors to maintain compliance with all applicable state licensing requirements and will require bonding as assurance of completion. CTSI retains full ownership and intellectual property rights to all plans, documents, and cultural information generated during the design process, and all project information must remain confidential. Proposals should be approximately 50 pages and must address exhibit design components, preservation and conservation standards, and unique service offerings with associated costs.

ADDENDUM 1:
Frequently Asked Questions Deadline to submit questions to sharlas@ctsi.nsn.us is Friday, March 13, 2026, no later than 4:30pm PT.
Addendum update will be posted on March 18th with the new questions and answers.
CTSI posts all RFPs on our website: https://ctsi.nsn.us/request-for-proposals/
Contact?
Sharla Strong is the point of contact for this RFP. Please email questions to sharlas@ctsi.nsn.us. Our CTSI procurement policy is quite strict, so please do not contact anyone else at CTSI regarding this RFP.
Page limit?
No page limit is in the RFP. We prefer around 50 pages.
Target opening date?
We are going to be designing the building for the museum at the same time that we are designing the exhibits. The construction will commence, depending on how quickly we are able to get through the design process. CTSI would like firms to suggest a timeline/schedule based on their past experience.
Where are we in the design process?
CTSI is currently soliciting bids for the Museum Architecture & Engineering RFP and the Exhibit RFP. We will design the building for the museum at the same time that we will design the exhibits.

Budget? Appendix A? Curator?
Our CTSI tribal government procurement policy does not allow us to suggest a budget.
Appendix A is for Phase One only and for the submitting firm to provide a list of their design team. Please provide the positions that you propose for your team.
We are open to doing 2 contracts, one for Design and one for Fabrication/Install. For Fabrication/Install, we would like to see your typical range of cost as price/sf. Include full disclosure and breakout information for all sub-contractors for which the Offeror is not self-performing. We are interested to know of additional or unique offerings that firms can provide. Feel free to provide that information with examples and associated costs.
Please provide the positions that you propose for your team. It is not required for the firm to have a curator. CTSI currently does not have a Curator position, but we have 2 Cultural Resources staff with experience working with our collections. CTSI will likely hire a museum curator staff position closer to when the museum will open.
Scope?
We are a tribal government and this is our first museum, so we will need guidance through the design process. We are interested to know about unique offerings that firms can provide, so firms are welcome to provide examples and associated costs. Please include/describe all parts of the design process that will be needed for exhibit design.
Please let us know what parts of the proposal are within/outside your ability to deliver.
Examples:
• Not all exhibit firms design/fabricate outdoor exhibits.
• Some exhibit companies may be able to do the giftshop cases, or large hanging elements in the lobby.
History and Culture?
The best place to find resources and information on our history and culture is on our website: https://ctsi.nsn.us/ https://ctsi.nsn.us/
Curriculum?
The selected firm is expected to use our curriculum as a guide in developing content. The Education & Cultural programs director will have content authority and approval responsibility. This position will follow all CTSI internal approval processes.
Partnering for Design/Fabrication?
Our goal is to have cohesion between the design and the performance of the installed exhibits, especially in regard to our artifact preservation goals. We are open to doing 2 contracts, one for Design and one for Fabrication/Install. We prefer for one company being the lead for the whole project (due to our procurement process).
Licensing?
CTSI requires contractors to monitor and maintain compliance with all applicable laws, including state licensing requirements, as part of the final contract.
Design Team?
I am one of two “project owners” who will be the main staff working on this project. The Tribe has cultural resources staff who caretake our collections and will be helping with cultural information, photos, etc. We also have a Language department who will help with our language displays.
Community Engagement?
The majority of the staff working with the selected firm will be Tribal Members and Tribal Council are elected to represent our tribal membership interests. No broader community engagement is included in the RFP. CTSI has a strict procurement policy, so please do not contact anyone at CTSI besides Sharla Strong (point of contact for this RFP).
Decision-making Authority?
The Education & Cultural Programs Director is overseeing this project. This position answers to our CEO. We are not limited to the below anticipated check points, but below is a guide:
• Interpretive Master Plan
• Concept Design
• Schematic Design
• Design Development
• Final Design
HVAC, temp/RH and exhibit cases?
We want the HVAC system to be engineered to maintain temp/RH, but the exhibits should also be planned so that temp/RH is not exceeded.
Will the faux-Plankhouse be realistic or modern/abstract?
This is a great question and will be discussed in the design process. The plankhouse will have amphitheater-like bench seating. We will want A/V and microphone for guest speakers. The Plankhouse will be somewhat of a multi-use space for events, speakers, and demonstrations. It is less likely that we will have objects displayed in this area.
Video A/V?
We have some existing videos and a talking dictionary with audio recordings. We are interested to know about unique offerings that firms can provide, so firms are welcome to provide examples and associated costs. We have some digitized historical recordings that will be used in exhibits.
This will be determined in the design process. We have some existing videos and a talking dictionary with audio recordings. We have some digitized historical recordings that will be used in exhibits. We have existing videos about our tribe. We likely will do a new video, but this will be determined in the design process. We are interested to know about unique offerings that firms can provide, so firms are welcome to provide examples and associated costs.
Bonding The tribe will require assurances of completion, such as a bond in the contract with the selected bidder.
Indian Preference Our CTSI Indian-preference only awards points if the lead proposing firm is 51% or greater in Indian ownership. Our policy does not award points for subcontractors.
Thank you We look forward to seeing your proposal. I will let you know if I have any tech difficulties downloading your proposal.
