Project Location – Florida State Hospital, Chattahoochee, FL.

Florida Department of Children and Families

Engineer of Record: H. L. Dell, P.E.

Dell Consulting, LLC

Background: The Florida State Hospital service entrance is a 12.46 kV overhead three

(3) phase distribution line served by the City of Chattahoochee. The overhead line transitions to an underground feeder to the facility distribution transformer. Prior to transitioning underground, there is an overhead pole mounted recloser that the facility used as a disconnect switch.

The recloser has failed and is currently not in service.

The existing recloser is a pole mounted McGraw-Edison Type “VWE” Recloser. Serial number 3534, January 1981, rated 15.5 kV, max inter.

Current – 12 kAIC, Rated Continuous Current – 560A. Closing Solenoid nominal voltage – 14.4 kV. McGraw Edison Remote Recloser Electronic Control, Form 3A, Serial Number 33540.

Project Scope:

1. Project subject to the General Conditions and Bonding Requirements of the Florida Department of Children and Families.

2. Replace existing McGraw Edison pole mounted recloser with an Eaton NOVA three (3) phase pole mounted recloser with Form 6 Control (1000:1 CTs). Recloser shall be rated 15 kV for installation on a 12.47 kV system. Eaton Quick Ship Package J (KWIK- 27ACP-Pole-B). Bond new recloser to system ground.

3. Replace existing McGraw Edison control cabinet with new Eaton Form 6 control (KWIKF6-PL-FW-B). Control cabinet is in the Power Control Room (PCR) remote from the recloser. Replace existing control cable between control cabinet and pole mounted recloser. Utilize existing conduit for new control cable (distance approximately 150’).

Field verify cable length prior to ordering.

4. Replace existing pole mounted lightning arresters (3) with new Eaton 9kV UltraSIL polymer-housed Evolution distribution-class arresters (URT09050A1A1BA). Existing arresters are mounted to a steel crossarm. New arresters may either be mounted on existing crossarm or mounted on the recloser with mounting accessories.

5. All equipment shall be submitted to engineer prior to order. Alternate manufacturers will be considered if in the opinion of the engineer, the function, available of parts, service and quality are suitable. Any alternate equipment must be approved prior to bidding.

Any equipment submitted without prior engineer approval shall be rejected.

6. The contractor installer (specific person working on this project) must show a minimum of ten (10) years in overhead medium voltage distribution work. The experience shall be submitted and approved prior to any work.

7. A work plan must the submitted and approved 60 days prior to any work. The plan must detail installation sequencing, time and outage requirements. Any outages shall be kept to a minimum and power must be restored prior to the end of the workday. It is desired for the contractor to perform as much hot work as possible to minimize any outage.

8. The following photographs have been provided to assist the contractor with the site conditions.

9. Project completion shall be no more than six (6) months from contract award.
