About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to replace backup generators at the Alamogordo Air Tanker Base and Dispatch Center in New Mexico.
The scope of work includes the disconnection and removal of one 50kW and one 75kW liquid propane generators, and installation of new 50kW and 75kW liquid propane generators, transfer switches, and controls. The new generators must match the existing units in specifications. The project is necessary to maintain operations during power outages, as the dispatch center handles critical radio communications and the air tanker base must be able to load aircraft during fire season. Work is to be performed outside of the March 1 to October 1 fire season and completed within 20 calendar days after start. The government anticipates awarding a firm-fixed price contract to the technically-acceptable offer that represents best value. This opportunity is a 100% small business set-aside under NAICS code 238210. Offers are due by August 28, 2024 at 1:00 pm MT. The contracting officer is Michelle L. Bahr and the COR is Logan Ross.

Statement of Work Lincoln National Forest
Alamogordo Air Tanker Base and Dispatch Center Backup Generators Alamogordo, New Mexico
Project Scope:
Work for this project shall include the disconnection and removal of one 50kW and one 75kW Liquid Propane (LP) powered backup generator and their associated transfer switches and interior controls. One new 50kW and one new 75kW LP gas powered generators are to be installed in the same locations, along with new transfer switches and interior controls.
Background:
Currently there are two Generac 2000 Series LP gas powered backup generators 50kW_50kVA and 75kW_75kVA respectively, in place at the Alamogordo Air Tanker Base (ATB) and Dispatch Center. Both generators are 120/240V 60Hz single phase configuration. The 75kW generator is wired into the Dispatch Center building and the 50kW to the Air Tanker Base building. The new generators shall match the existing units ratings for kW, kVA, phasing, voltage, and amps. In the event of a power outage the Dispatch Center needs to remain operational for safety and personnel accountability, as it handles all the radio communication across the Lincoln National Forest and surrounding area. During the spring and summer fire season the Air Tanker Base must be able to load Air Tankers in the event of a power outage. The Tx/Rx portion of the dispatch radio system is also located in the Air Tanker Base and must remain operational during power outages.
These existing generators are 10 years old and beginning to show their age. Additionally, replacement parts are becoming harder to find and increasingly expensive. As a result, the Lincoln National Forest is looking to solicit a qualified electrical contractor to replace them with new units, one for each building.
Location:
This project will take place at the Alamogordo Air Tanker Base and Interagency Dispatch Center located at 3500 Airport Road, Alamogordo, NM 88310.
Tasks The contractor shall provide all labor, materials, tools, equipment, services, testing, supervision, and incidentals necessary to perform the work as described:
DEMOLITION: Work shall include the disconnection and removal of the two existing generator units. Contractor shall place the old units in an area identified be the COR at the ATB compound and the government will complete disposal of units. The interior and exterior wall mounted control boxes and transfer switches shall be removed and placed with the old generators.
Existing metal conduit should be reused if needed for the new installation. Any existing conduit that is unused with the new units will be identified by the COR and removed by the contractor.
Any conduit that is abandoned and cannot be removed shall be capped off at both ends and labeled as abandoned. Any potential concrete demolition work or interior/exterior wall demolition/alteration work will need COR approval prior to the work taking place. Any damage to interior/exterior walls shall be repaired to match existing with no additional cost to the government.
GENERATOR INSTALLATION: The contractor shall follow the manufacturer’s installation instructions at all times and perform all work in accordance with the most current version of the National Electrical Code or State of New Mexico Electrical Code, whichever is more stringent. The new generators/transfer switches/interior controls shall be placed in the same location or as close to the same location as the old ones. The new generators shall be configured in the same manner as the existing generators were. Any new electrical conduit runs shall be approved by COR prior to installation.
One new automatic transfer switch for each generator shall be installed with a 200A minimum rating with the same manufacturer as the generator for adequate compatibility. One new wireless annunciator panel shall also be installed for each generator and paired to the respective unit.
The LP gas connection shall be tested for leaks and proper operating pressures prior to placing the unit in service. Contractor shall verify proper system operation with COR present, demonstrate to government personnel how to operate/test the units, and provide two operation and maintenance manuals prior to final acceptance by the government. Contractor shall also provide the name and contact information for qualified repair technicians in the event repairs are needed in the future.
Work under this contract is to be performed on or after October 1st 2024. At this time the hours of operation for the dispatch center are 8000-1630. Should the contractor require electrical service be temporarily disconnected from either building it will need to be done outside of normal operating hours, all other work may be conducted during normal working hours with disruption to government employees/operation kept to a minimum. Any power disruption for either building must be scheduled ahead of time and coordinated with the COR prior to disconnecting. Special circumstances may arise (RX burns, incidents, etc.) that may extend normal working hours of the dispatch center, this will require special coordinating with dispatch, COR, and contractor if a power disruption is planned. The contractor may stage material/equipment on site prior to beginning work with COR approval. Contractor is responsible for supplying, transporting, and unloading all equipment and materials required to fulfill this contract; no government furnished equipment will be provided.

This project requires the contractor to finish all field work within 20 calendar days after commencing field work. Contractor shall procure all necessary construction items and equipment prior to commencing site work to minimize disruption to service and employees.
In order to eliminate any possible service disruption during critical fire season, no work will be performed between the dates of 03/01/2024 and 10/01/2024 unless approved by the COR.
