About this file

This file contains the requirements and an example of a Transportation Letter of Commitment for federal solicitation SPE605-23-R-1000.

The requirements document (Exhibit G) establishes six mandatory elements that must be included in each transportation commitment letter. Offerors must reference the specific solicitation number SPE605-23-R-1000, identify the product being transported (pick-up and transport), specify quantities of product, trucks, and equipment with a minimum capacity of 30,000 gallons or more per week, and reference the duration of committed services covering the performance period plus an additional three-month extension if required. Pick-up is anticipated to commence on March 1, 2023, contingent upon contract award. The commitment letter must be signed and stamped by both the owner/president/CEO of the transportation service provider and the primary contractor's authorized representative to acknowledge receipt and understanding of the agreement.

The example letter provided demonstrates a completed commitment from XYZ Transportation Company committing three dedicated tank trucks to remove Fuel Oil Reclaimed (FOR) on a weekly basis at a minimum rate of 30,000 gallons. The performance period extends from March 1, 2023, to November 30, 2023, with an additional three-month extension available if required to remove a total of 800,000 gallons of FOR. The letter is dated February 1, 2023, and includes signature lines for both the transportation company CEO and the removal vendor CEO.
