About this file

This document is a Statement of Work (SOW) for the Mu2e Target Air Handling and HEPA System Construction Services project in support of the Infrastructure Services Division (ISD) at Fermi National Accelerator Laboratory (Fermilab).

The SOW requires the Subcontractor to furnish all supervision, labor, materials, tools, and equipment necessary to install a new HEPA filter system, exhaust fan, and associated ductwork, as well as a space pressurization monitoring system. The project includes five milestones with a total duration of 84 calendar days from the Notice to Proceed. No government-furnished property will be provided. All personnel working at Fermilab must obtain badging and comply with COVID-19 requirements. The work will be performed at the Mu2e Target Hall Enclosure in the lower level beneath the MC-2 building at Fermilab.

The related federal contract opportunity, Solicitation Number ISD-354744-RO, is for the Mu2e Target Air Handling and HEPA System Project. A pre-proposal meeting and site visit are scheduled for October 8, 2024, and access to Fermilab requires approval and presentation of specific identification documents.

Statement of Work (SOW) – Mu2e Target Air Handling and HEPA System

Construction Services in support of Infrastructure Services Division (ISD)

22 September 2023

Revision -

1.0 INTRODUCTION AND BACKGROUND

Fermilab is requesting a proposal for providing HEPA fan filtration system to serve the Production Solenoid Area of the Mu2e experiment. Air and airborne particulates enclosed within the Production Solenoid Area becomes radioactive after a proton beam hitting a tungsten target causes a shower of secondary particles to interact with them. The radioactive particulates contained in the air need to be captured by a HEPA filter, while radioactive gas molecules pass through and are exhausted into the tunnel in order to decay to safer isotopes prior to being exhausted outside. This project includes installation of a new bag-in-bag-out HEPA filtration system, exhaust fan, ductwork, and associated electrical service. In addition, space pressurization equipment shall be provided to monitor the pressure difference between each of the surrounding areas and the Production Solenoid area.

2.0 SCOPE

Provide all work as shown on drawing set “6-10-29, Mu2e Target Air Handling and HEPA System Project”, dated 25 Sept. 2023, specification sections 010010 GENERAL REQUIREMENTS, 013100 ENVIRONMENT, SAFETY, AND HEALTH REQUIREMENTS, 013300 SUBMITTALS, and 014100 QUALITY REQUIREMENTS, and other attached Technical Specifications to provide a complete and usable HEPA fan filtration system and space pressurization monitoring system.

The Subcontractor shall furnish all required supervision, labor, materials, tools, plant and appurtenances necessary to perform diligently and fully all work as described in the drawings and technical specifications. All work includes transportation, overhead, bonding costs, safety oversight, quality control oversight, and supervision as required to construct the project described in the drawings and technical specifications.

The base scope work consists of installation of new HEPA filter system, exhaust fan, and associated ductwork. Space pressurization monitoring system consists of copper tubing, pressure transducers, and wiring to transmit pressurization signals to existing ACNET control system. Electrical work associated with the project includes relocation of an existing disconnect switch to serve the exhaust fan and all associated conductors and conduit to connect the new exhaust fan to the relocated disconnect switch.

3.0 DELIVERABLES

The Subcontractor shall perform all work required to complete the construction work in accordance with the drawings and/or specifications.

4.0 QUALITY ASSURANCE

A Fermilab Construction Coordinator will be assigned to this project. See Specification section

010010, GENERAL REQUIREMENTS.

The Subcontractor is responsible for all activities necessary to manage, control, and document that work complies with the Subcontract documents. The Subcontractor’s responsibility includes ensuring adequate Quality Control services are provided for work accomplished on- and off-site by his/her organization, suppliers, sub-tier contractors, technical laboratories, and consultants.

5.0 GOVERNMENT-FURNISHED PROPERTY

No equipment/material shall be furnished by Fermilab.

6.0 SECURITY

All personnel working at Fermilab are required to provide Real ID and obtain badging from the Fermilab Badging Office.

Compliance with the Fermilab COVID 19 requirements in effect at the time the work is performed is mandatory.

7.0 PLACE OF PERFORMANCE

The work will be performed at the Mu2e Target Hall Enclosure in the lower level beneath the MC-2 building. Refer to the drawings for the specific location.

8.0 SCHEDULE:

This project includes the following milestones:

1. Milestone 0 – 0 Calendar Days - NTP, This milestone marks the point where construction work may begin.

2. Milestone 1 – 21 Calendar Days – All material submittals complete.

3. Milestone 2 – 42 Calendar Days – Exhaust fan, HEPA filter, ductwork, and associated electrical work complete.

4. Milestone 3 – 56 Calendar Days – Space pressurization system complete.

5. Milestone 4 – 70 Calendar Days – Systems testing & balancing and commissioning complete.

6. Milestone 7 – 84 Calendar Days – Project Complete.

The Notice To Proceed (NTP) represents the basis of the start of the project duration. The Project

Complete milestone marks the completion of the project including punch list items, clean-up and acceptance of as-built drawings and if required, submittals.
