The project involves demolition of the existing storm-damaged ramp and infrastructure, followed by construction of replacement facilities including a new concrete vehicular ramp, composite sheet pile bulkhead at the ramp toe, composite sheet pile retaining walls along property boundaries, and associated site improvements. The work encompasses 20 distinct bid items covering mobilization/demobilization, demolition, excavation and grading, sheet-pile bulkhead and retaining wall installation, concrete work (including reinforced and unreinforced ramps), curbing, sidewalk, gravity wall, guardrail, water line and shower installation, pavement markings and signage, native plantings, as-built survey documentation, site restoration, performance bonds, and flood insurance. The contractor must obtain a Building Permit from Volusia County and comply with permits already obtained by the County from the Florida Department of Environmental Protection and U.S. Army Corps of Engineers, as well as the U.S. Fish and Wildlife Service permit and Habitat Conservation Plan for sea turtle protection. A pre-construction meeting with the Engineer and County is required to establish construction access, staging areas, and document existing conditions, with notification required at least two weeks prior to construction start and three days prior to specific construction milestones.
All concrete must meet FDOT Class II (Bridge Deck) specifications with Type II cement for extremely aggressive environments, minimum 4,500 psi compressive strength, maximum water/cement ratio of 0.44, and minimum cement content of 600 lbs per cubic yard. GFRP reinforcement (MST-BAR Grade III or equivalent) with minimum 3-inch cover is required, along with weekly vibratory monitoring reports and alert notifications if vibration levels exceed 0.5 inches per second. The contractor is responsible for erosion and sediment control, protected species avoidance, cultural resource protection, public safety including maintenance of traffic planning, and all costs for vibratory monitoring, compaction testing, and other incidentals not explicitly itemized.
