About this file

This document is a comprehensive Cost Budget Worksheet (Exhibit E-1) for RFP No. 2025HCA11 issued by the Washington State Health Care Authority (HCA) for the Olympic Heritage Residential Treatment Facility. The solicitation seeks a behavioral healthcare provider to deliver short-term residential behavioral health services and/or inpatient treatment for substance use and co-occurring substance use and mental health disorders. The budget worksheet provides a detailed template for potential bidders to outline their financial proposal across multiple cost categories including start-up and ramp-up expenses, personnel costs, program costs, and maintenance and operations.

The budget worksheet is structured to capture a comprehensive financial overview, with sections detailing personnel expenses by staff category (medical, behavioral health, professional services, facilities/security, and administration), program-related expenditures, and facility maintenance costs. The document includes provisions for calculating per diem rates, with an anticipated occupancy range of 85-90%. Bidders are required to specify costs for potential service offerings, employee-related expenses, and equipment capitalization details. The worksheet allows for transparent cost breakdown, including salary rates, full-time equivalent (FTE) percentages, and annual cost projections, enabling a thorough financial evaluation of proposed treatment program services.
