About this file

This document is an Exhibit D - Water and Sewer Stipulations review provided by the Water Services Department (WSD) of the City of Phoenix for a mixed-use development project. The preliminary capacity evaluation is based on a proposed development with an estimated 10,000 square feet of retail/restaurant space and 436 multi-family residential units. The document outlines detailed requirements for domestic water, fire flow, and sewer services, including existing infrastructure, connection points, main extensions, and upsizing requirements.

The document specifies several key technical requirements, including the need to upsize an 8-inch sewer main to a 12-inch pipe, connection options for water and sewer taps, and stipulations for easements and industrial wastewater pretreatment. Notable requirements include separate commercial and residential water meters, compliance with city codes regarding water and sewer service connections, and potential water conservation plan submissions for developments using large volumes of water. The Water Services Department emphasizes that available capacity is dynamic and that final requirements will be determined at the time of site plan and building permit approval.

Per City Code Chapter 37-33, a water main extension and pipe appurtenances shall be required in the right-of-way and/or a private accessway. All bounding streets must have water main frontage to the proposed development. For water quality purposes, a looped connection is preferred by the Water Services Department (WSD). The design of the new water main shall comply with the P&D’s Water Checklist and the WSD Design Standards Manual for Water & Wastewater Systems (DSM).

If a water/sewer main extension is required for offsite work a separate plan set shall be submitted.

• Connection Points and Water Taps

Any of the 12-inch mains fronting the project may be utilized for connection

City mapping shows:

Several substandard (3/4”) water services from 5th Ave and 6th Ave. ¾” services may only be used for landscaping and existing water services not utilized must be requested to be abandoned from PDD at PCH 2nd floor, counter 8, Civil section.

Field verification may be necessary to determine if services are still active.

• Easement Stipulation

A water main in an easement shall follow the Easement Requirements per WSD's Design Standards Manual (Pages 10-14). No permanent structures are allowed to be constructed within a water or sewer easement.

• Other Stipulations

When multiple distribution mains in the same pressure zone are adjacent to a development, all service connections shall be taken from the largest diameter main or as approved by WSD through the Technical Appeal process.

Multi-use projects require a separate commercial and residential water meter.

Chapter Code 37-48 and 28-29(C) does not allow water, fire line or sewer services to cross through property lines. All services connections must be connected to public mains located in Right-of-Way or designated easements. If any services must cross property lines after the development receives zoning approval, a technical appeal may be submitted to WSD.

Fire Flow Stipulations:

• Please provide fire flow requirements for the development according to the City of Phoenix Building/Fire code with the pre-app/ preliminary site plan submittal.

• Fire flow Test Location

When requesting a fire flow test, please request that the 12-inch Zone 1 main within 5th Ave

• Upsizing Requirement

None

• Maximum Fire Hydrant Spacing Fire hydrant spacing requirements apply to all new developments, including those that do not need to install new public water mains. New developments adjacent to existing water infrastructure shall install the necessary hydrants to meet the spacing requirements.

Sewer Stipulations:

• Existing System 8-inch VCP main within the 10’ alleyway 8-inch VCP main within 6th Ave

• Main Extension and Upsizing Requirement

This preliminary capacity evaluation was based upon a mixed-use development with an estimated 10,000 sf of retail/restaurant space and 436 MFR units (no site plan or project specific were provided).

The 8-inch main from manhole 11-27-102 within Taylor St to manhole 11-27-121 within the intersection of 6th Av and Fillmore St, must be upsized to 12-inch pipe; the existing main shall be abandoned.

Per City Code Chapter 28-22 & 28-29, a sewer main extension shall be required in the right-of-way and/or in a private accessway. Install the sewer main only to the point of need. The design of the new sewer main shall comply with the P&D’s Checklists and the WSD Design Standards Manual for Water & Wastewater Systems (DSM).

• Connection Points and Sewer Taps

Connection Point options:

o Connect to the 8-inch main within the alleyway between 5th Av and 6th Av, between cleanout 11-27-102L and manhole 11-27-108.

NOTE: This main may require upsizing depending on the amount of project flows it ultimately receives.

o Connect to the J02, 8-inch main within the alleyway between 4th Av and 5th Av, between cleanout 11-27-110 and manhole 11-27-117.

NOTE: This main may require upsizing depending on the amount of project flows it ultimately receives.

• Existing Sewer Taps

Several 4-inch taps from the 8-inch sewer main in the alleyway. Considered substandard for commercial projects.

Field verification may be necessary to determine if services are still active.

• Easement Stipulation

A sewer main in an easement shall follow the Easement Requirements per WSD's Design Standards Manual (Pages 10-14). No permanent structures are allowed to be constructed within a water and/or sewer easement. Buildings, building slabs or structures proposed outside of the easement but parallel to a sewer main at a horizontal distance less than or equal to the depth (invert) of the sewer main, shall be required to submit structural analysis and a geotechnical soil survey report with each signed and sealed by an Arizona Registered Professional Engineer. These reports shall be submitted to the City for review and approval. The reports shall verify the integrity of the proposed structure under the condition of a sewer main failure, as well as verifying that the proposed structure and its foundations will not compromise the structural integrity of the sewer main.

Per City Code Chapter 37-33, all public streets bounding (along property frontage) and within a proposed development must have public water mains within them, if none exists, developer must install.

The information contained above is based on existing conditions and circumstances. Please be advised that available capacity is a dynamic condition that can change over time due to a variety of factors. For that reason, the City of Phoenix is only able to provide assurance of water and sewer capacity at the time of preliminary site plan approval and building permit approval. If you are in the City's service area, it is our intent to provide water and sewer service. However, the requirements for such water and sewer service are not determined until the time of application for site plan or building permit approval. These requirements will be based on the status of our water and sewer infrastructure at the time the application is submitted. For any given property, these requirements may vary over time to be less or more restrictive depending on the status of our infrastructure.
