About this file

This is a Cost Workbook exhibit for RFP 2025-002 issued by the State of California Department of Cannabis Control (DCC) for a Laboratory Information Management System Replacement (LIMSR) project. The procurement seeks a Cloud Software as a Service (SaaS) solution with implementation services, with a proposal due date of March 11, 2026. The contract encompasses a two-year base period plus optional three-year maintenance and operations extensions. The base contract includes mandatory SaaS licensing for 20 users in Year 1 and Year 2, with optional tiered growth provisions supporting up to 5, 10, or 25 additional users. Implementation services are structured around five major deliverables: Kickoff & Project Initiation (5% of total cost), Business Analysis & Discovery (10%), Technical Design Documentation & Build (30%), Training & Testing (35%), and Maintenance and Operations with System Implementation & Acceptance (20%). The cost workbook requires bidders to provide detailed pricing for all components, including software licensing, implementation milestones, optional maintenance and operations support, unanticipated task labor rates across four classifications (Project Manager, Implementation Services Lead, Integration Analyst, and Developer), and identification of any third-party software utilized.

The total contract value is not to exceed $760,000.00 across all components, including base contract costs, unanticipated tasks funds capped at 10% of the base contract, optional software and maintenance, and additional maintenance and operations. Bidders must complete all yellow-highlighted cells in the workbook and may only modify designated cells to avoid rendering proposals non-responsive. The SaaS software costs are mandatory and will be invoiced monthly to the State per the Scope of Work. Implementation services costs must be extracted from bundled offerings and displayed separately in the Deliverables Payment Milestones worksheet. The Maintenance and Operations costs for optional extension years are mandatory to submit but optional for the State to exercise. Bidders must also provide hourly labor rates for unanticipated task classifications to ensure proposal responsiveness, with any additional classifications charged at the lowest provided rate. All third-party software must be identified and costs combined with SaaS software costs for evaluation purposes.
