About this file

This document is a workflow and business process exhibit for the California Department of Cannabis Control's Laboratory Information Management System (LIMS) replacement project, detailing the operational requirements for a cloud-based SaaS solution with implementation services. The RFP (Request for Proposal 2025-002) was issued on January 16, 2026, with a bid due date of March 11, 2026. The requested system must support the complete laboratory sample testing workflow, encompassing sample intake and receiving, preparation, analysis, data review, reporting, and sample disposal phases. Key functional requirements include the ability to manually add and edit sample information with photo uploads, assign analysts, create LIMS identifications, and support multiple test methods including cannabinoid analysis, moisture content, psilocybin detection, microbial impurities, heavy metals, pesticides, residual solvents, mycotoxins, terpenoids, and various other analytical tests using equipment such as HPLC, LC-MS, GC-MS, and qPCR.

The system must provide comprehensive inventory management capabilities for samples, reagents, and consumables, with functionality to calculate available tests based on sample quantity and reagent availability. Additional requirements include the ability to generate barcodes, manage equipment preventive maintenance schedules, track proficiency and competency testing records, support contract laboratory communications and sample shipping coordination, generate quality control and statistical reports, and maintain regulatory documentation for ISO certification compliance. The platform must accommodate multi-user remote access with flexible search capabilities, real-time notifications for QA issues and insufficient samples, and tracking of turnaround time from sample receipt to report delivery. Pricing terms, set-asides, incumbent information, funding sources, and contract renewal options are not specified in this workflow document.
