About this file

This is a Cost Workbook for RFP# 2025-002 issued by the State of California Department of Cannabis Control (DCC) for a Laboratory Information Management System Replacement (LIMSR) project. The workbook outlines a two-year base contract period with deliverables structured around five key milestones: Kickoff & Project Initiation (5% of total cost), Business Analysis & Discovery (10%), Technical Design Documentation & Build (30%), Training & Testing (35%), and Maintenance and Operations with System Implementation & Acceptance (20%). The project includes a baseline of 20 users for the SaaS software solution, with optional growth tiers supporting up to 5, 10, or 25 additional users. Optional extension years (Years 3-5) are available for continued maintenance and operations support. Bidders must complete all yellow-highlighted cost cells in the workbook, and any incomplete submissions may result in proposals being deemed non-responsive.

The overall contract costs cannot exceed $760,000, which includes base contract costs, a 10% contingency for unanticipated tasks, optional software and maintenance fees, and additional maintenance and operations costs. Bidders are required to provide fixed-price SaaS costs for Years 1 and 2, hourly labor rates for four staff classifications (Project Manager, Implementation Services Lead, Integration Analyst, and Developer) to support unanticipated tasks, and monthly and annual rates for optional maintenance and operations support. The unanticipated tasks budget is capped at 10% of the base contract value. Any third-party software used must be identified and its costs combined with SaaS software costs. Implementation services bundled with the SaaS solution must be extracted and displayed separately in the Deliverables Payment Milestones worksheet. All costs will be invoiced monthly according to the Scope of Work, and mandatory optional years must be priced by bidders even though the State may elect not to exercise them.
