About this file
This is an exhibit document presenting the proposed user interface mockup and functionality for the Unified Data Dissemination Application Development (UDDA) project, a collaborative effort between the Air Pollution Control Division (APCD) and the Colorado Department of Public Health and Environment (CDPHE). The project aims to develop a comprehensive web-based mapping and data dissemination application that integrates emissions data, air monitoring information, modeling results, and environmental justice indicators. The application will feature customizable map interfaces with date selection capabilities, emission source filtering (including Title V facilities, oil and gas operations, and other source categories), air monitoring data from stationary and mobile platforms, and modeling overlays including environmental screening and demographic indicators. Users will be able to access facility-specific compliance information, permit status, inspection reports, and emissions trends, as well as detailed air quality data from monitoring sites displayed alongside modeled estimates and state-level comparisons. The project development timeline spans from August 1, 2024, through July 31, 2029, with scoping concluding on October 8, 2024, and includes phased implementation with Funding #1 ending September 30, 2025, Funding #2 commencing July 1, 2025, and contract completion anticipated by June 30, 2027.
The application will incorporate advanced features including artificial intelligence integration for user queries about air quality data, customizable toolbars with functions for data download, map legend management, and image export capabilities, and educational content tabs addressing criteria pollutants, air toxics, greenhouse gases, ozone, and methane. The interface design includes a "My Air Quality" personalized dashboard allowing users to input location and radius parameters to receive localized emissions summaries, ozone attainment status, facility counts, and environmental justice community designation. The project encompasses integration of existing datasets including ONGAIER 2.0, CAERS, and HB-1189 mobile deployment data, with modifications and completion scheduled for April 1, 2029. The mockup demonstrates multi-layered functionality supporting outreach, compliance monitoring, and public access to air quality information, representing a comprehensive data visualization and dissemination platform designed to serve regulatory, public health, and community engagement purposes across Colorado's air quality monitoring and emissions management operations.

The data collected by this monitoring asset on this route, is part of a larger dataset - collected under HB-1189.
It will allow for the analysis of longer term, localized data, around target facilities for specific air toxics.
To view the cumulative data, and other data collected under this effort, please see the mobile deployment dashboard.

Criteria pollutants 101
Criteria pollutants are defined by the U.S. Environmental Protection Agency (EPA) as six important pollutants (carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter, and sulfur dioxide). National air quality standards (NAQS) are established for each of these compounds to set limits for their concentrations in the air. Understanding and monitoring these pollutants helps communities stay informed about air quality, allows for protective health measures, and guides efforts to reduce pollution for a healthier environment.

Air toxics 101
Air toxics are important because they are linked to serious health problems, including various types of cancer, respiratory illnesses, heart disease, and birth defects, and they can cause significant harm to the environment. Air toxics are not regulated by national air quality standards like criteria pollutants, but they pose direct health and ecological risks. Therefore, monitoring and regulating them is essential for protecting public health and ecosystems.

Ozone 101
Ground-level ozone is important because it's a harmful air pollutant that damages human health, particularly the respiratory system, and negatively impacts ecosystems and crops. While stratospheric ozone protects from UV radiation, ground-level ozone, the main component of smog, causes respiratory issues like aggravated asthma and lung damage, and also harms forests and vegetation.

Methane 101
Methane is an important pollutant because it's a potent, short-lived greenhouse gas responsible for a significant portion of current climate warming, and it also contributes to ground-level ozone, which harms human health and ecosystems. While it breaks down faster than CO2, its high heat-trapping efficiency means reducing methane emissions can quickly slow the pace of global warming and improve air quality.
