General Facility Requirements

a. The facility consists of Secure Areas and Special Secure Areas. These areas shall be designed and constructed in accordance with DODM 5105.21 Vol 1-3, DODM

5207.07 Vol 2, ICD 705, ICS 705-01, ICS 705-02 IC Tech Spec for ICD/ICS 705, and UFC 4-010-05. Additionally, these areas shall be designed and constructed in accordance with the requirements of the Construction Security Plan (CSP) and the TEMPEST Checklist developed by the Certified TEMPEST Technical Authority (CTTA). Secure Areas construction and accreditation include a rigorous inspection and submittal approval process the begins prior to design and extends throughout the construction process. Refer to the DIA Submission Requirements (attached).

b. Secure Areas and Special Secure Areas spaces will require TEMPEST Mitigations to include Radio Frequency (RF) Shielding and technical power filtering.

Additionally, each penetration across the boundary (I.E. walls, ceiling, or floor) shall receive either a dielectric break or secure-sided grounding to minimize RF emanations from being potentially exploited outside the secure perimeter. If the dielectric break method is not incorporated, then secure-sided grounding will need to be implemented. The secure-side grounding method will provide additional ground rods to Earth within the secure perimeter. This is to encourage RF emanations to go to Earth within the secure area minimizing the RF emanations transversing across the grounding system and/or building steel to the unsecure areas for interception. Refer to the TCR requirements to be provided from CTTA for RF Shielding and technical power filter attenuation and frequency range requirements. Take note of the attenuation and frequency requirement for the technical power filter will be different than the requirement

Specific Requirements Package (SRP) Page 24 for the RF Shielding system (and waveguides). The BEST PRACTICES GUIDELINE FOR ARCHITECTURAL RADIO FREQUENCY SHIELDING should be referenced for some of the details. Note: This document does not incorporate all current best practices. Ensure that any penetrations (I.E. ductwork, piping, etc.) will be metallically connected to the RF Shielding system embedded into the perimeter assembly. If a conduit is metallic, 2-3" of RF shielding coverage wrapping onto the conduit will be sufficient, then the dielectric break. If a conduit is non-metallic, RF shielding material shall wrap onto the conduit a minimum of 7X the diameter of the conduit to create an effective waveguide. All electrical devices and distribution shall be surface mounted (or routed within furred-out wall system) along all perimeter walls and STC rated walls.

c. Secure Facility spaces will require acoustical mitigations. Any metallic pipes will incorporate a dielectric break for acoustical purposes to eliminate sound transmission along the pipe. This dielectric break can serve for both acoustical and TEMPEST mitigations. For acoustics, the sound mitigation requirement will be along both secure boundary perimeter walls, floor, or ceiling.

d. All conference rooms, collaboration rooms, and offices internal to secure areas shall be built to ICD 705, wall type A, Sound Group 4 standards.
