About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to install metering enclosures (ME) and connect them to power panels (PP) and existing gas meters at multiple locations at the Fermi National Accelerator Laboratory (Fermilab) in Batavia, Illinois.

The scope of work includes mounting the ME enclosures, running conduit and wiring between the PP and ME, and connecting the ME to the existing gas meters. The goal is to enable remote data collection and reporting of natural gas usage. The contract has an estimated start date of July 5, 2024 and an end date of May 30, 2025. A site visit for all offerors is scheduled for July 8, 2023, and questions must be submitted by July 15, 2023. Award will be made to the offeror providing the lowest priced, technically acceptable proposal. The contracting agency is the Department of Energy's Fermi National Accelerator Laboratory.

PROJECT TITLE: Gas Meter Electrical Install WO840420 FRA POINT OF CONTACT: Trevor Jacobs COUNTY THAT WORK WILL BE COMPLETED IN: DuPage☒ Kane☒ Fermilab County Line

INTRODUCTION

The purpose of this project is to install a metering enclosure (ME) supplied by Fermilab which will be connected to a power panel (PP), and an existing gas meter. This will allow for remote data collection and reporting of natural gas usage at the sites specified within the drawings.

Conduit bringing 120VAC power cable will supply each ME from the respective PP Conduit from the ME will terminate at the natural gas meter, with power cable and signal cable pulled connecting the two. Existing networking at each site will be connected to the ME.

SCOPE OF WORK

The subcontractor shall:

1. Mount new ME supplied by FNAL at location shown on prints.

2. 120VAC power shall be shut down at the specified PP, performing Lock out tag out (LOTO) by placing lock & tag on de-energized panel. Subcontractor must notify task manager a minimum of 48 hours in advance and receive approval before LOTO procedure takes place.

3. Establish and verify electrically safe work condition at the PP using the process in NFPA 70E Article 120.5

4. Run conduit between PP and the new ME. Pull 120VAC wiring through conduit and land at disconnect switch at ME. Land wiring at spare breaker in PP. If no spare breaker exists, subcontractor must supply.

5. Clean out debris from panels prior to securing cover.

6. Run conduit from ME to the gas meter outside. Pull 24VDC power cable and signal cable through conduit. Scan all concrete walls prior to penetration for imbedded obstacles.

7. An intermediate weather rated 1900 box shall be used to transition at wall from the exterior of building to the interior and sealed against air movement with a permanently pliable duct seal compound.

8. All equipment used for this job shall adhere to the material specifications listed on drawing G-2

See drawing G-2 for more information of affected systems or drawing G-3 for visuals of the system’s wiring.
