About this file
Exhibit C details the selection criteria and point system for a Notice of Availability (NOA) soliciting proposals for developing and operating a major commercial concession at Cave Creek Recreation Area, Rough River Lake. The document outlines a two-phase selection process where applicants must first meet seven initial qualification requirements, including timeliness of submission, purpose alignment, application fee, criminal background check, and environmental considerations.
For applicants passing the initial screening, a comprehensive point system evaluates proposals across three main categories: Site Development and Long-Term Management Plans (maximum 100 points), Financial Capability and Credit Check (maximum 50 points), and Experience and Background (maximum 50 points). To advance to Phase II, applicants must score a minimum of 140 out of 200 total points. Key evaluation areas include master development plan details, facility design, environmental integration, management personnel qualifications, financial documentation, credit references, and relevant business experience in similar recreational concession operations.
