About this file

Exhibit B is a detailed document outlining minimum facility and service requirements for a master development plan at Rough River Lake. The document specifies comprehensive requirements for various recreational facilities, including landscaping, roads, a cafe/eatery, restroom and shower facilities, public beaches, boat ramps, cabins, camping facilities, public trails, playgrounds, dog parks, picnic areas, and learning facilities.

Key requirements include providing detailed site plans, conceptual designs, and cost estimates for each facility type. Specific stipulations cover accessibility for people with disabilities, elevation restrictions for structures (no first-floor living below 527.4 feet), utility provisions (underground where possible), environmental stewardship, and parking ratios. The document mandates that proposals demonstrate careful planning for infrastructure, environmental conservation, and public accessibility, with the government reserving the right to modify requirements based on site-specific conditions during the lease award process.
