About this file
This document contains agency specific requirements for the proposed build-to-suit leased Community Living Center facility in Miles City, Montana. The Department of Veterans Affairs is seeking to replace the current aging Community Living Center based on the Small House Model design guide. Key requirements include constructing individual Small House homes grouped around a central Community Center, with connectors linking the buildings. The Small House homes must include patient rooms, kitchenettes, living and dining areas. The Community Center must house a commercial-grade central kitchen, laundry facilities, and mechanical/electrical rooms. Additional specifications cover emergency power, overhead patient lifts, parking, landscaping/maintenance provided by the lessor, dual internet service providers, and adherence to Department of Veterans Affairs construction standards.

Section 1. Executive Summary
The current Miles City Community Living Center (CLC) is reaching current building end of life.
The Montana VA (MTVHA) is proposing a build to suite leased CLC facility based on the “Small
House Model” VA design guideline.
Section 2. Program for Design (PFD - SEPS Report)
Section 3. Small House Model Design Guide, Proposed Blocking Plan
1. Refer to Department of Veterans Affairs (VA) Office of Construction and Facilities
Management Standards contained in the Technical Information Library (TIL) for
Physical Security Design Manuals, Standard Details, Design Guides, Design Manuals, and other technical criteria standards. Site work and amenities need to conform to VA standards, with regards to items such as flag poles, exterior signage, and physical security requirement protections. OIT closet and related infrastructure will follow VA
OIT build Standards. All the aforementioned items can be found in the TIL Standards at the following link https://www.cfm.va.gov/til/
The Montana VA requests that the VA CLC be built and based on the Small House
Model Design Guide (rev March 2019) https://www.cfm.va.gov/til/dGuide/dgSHModel.pdf
Below is the Montana VA proposed blocking and space program adjacency plans for the
Community Center and Small House Single Model homes. Note: The Small House Model is intended to be flipped/turned/mirrored as need to fit the site and to connect to the
Community Center or another future Small House Model.
Section 4. Agency Specific Requirements (ASR)
1. Provide Oxygen Storage with access from both the exterior and interior. Exterior access preferred to be located from the Service side of the building, not front Entrance.
2. Provide a Central (Commercial Grade) Kitchen for meal preparation for Small House
Model distribution. Provide “Home like” kitchens in each respective Small House Model for serving and final food preparation from the Central Kitchen. The Small House Model will have a double oven, stove top, dishwasher, microwave, double sink, sink disposal and cabinet storage similar to a residence. The Central Kitchen design to be designed with commercial grade appliances and related food service equipment to support the entire CLC. Provide fire suppression systems as required for Central Kitchen and Small
House Model kitchens.
3. 10’ x 10’ minimum dimensions for the OIT Room.
4. Primary Mech/Electrical Rooms in each House and Community Center are required.
Secondary Mech/Electrical rooms are included for utility distribution.
5. A Building Service Room is required for the Community Center and Small House Model.
Building services are to include but not limited to the following services: Nurse Call, Duress Systems, Security Systems, Public Address Systems, Mass Notification System, Access Control Systems and any other system not allowed in the OIT Rooms per VA
Guidelines. These rooms may be incorporated into the Mech/Electrical rooms, but not the OIT Rooms.
6. Increase the amount of storage in the Small House Model as much as possible.
7. The hair salon is to be incorporated into the Bathing Suite/Salon. Provide (1) Salon chair and (1) hair wash/shampoo basin for use. Note, separate utility room is needed for vacuum equipment. Vacuum equipment could be stored in secondary Mech/Electrical rooms.
8. Laundry room: provide (4) stacked washer/dryers for resident use.
9. Montana climate requires the addition of connectors from the Small House Model to the Community Center. Connectors could serve as entry points for exterior patios, walkways, etc.
10. Montana VA requires Emergency Power. Assumption is a generator located outside/near the Community Center connected to Switchgear and Automatic Transfer
System to a central electrical distribution point feeding the Small House Model. Conduit pathways/duct bank shall be placed below the central corridors to the Small House
Model. Provide additional conduits as needed to facilitate any future expansion to the
CLC.
11. Utilize standard roof trusses and simple roof lines as much as possible.
12. Overhead track, patient lift system is required from bed to bath in each Patient Room.
Additional track may be required for Special Care Rooms for patient seating within the room.
13. A goal is to provide a “clean” front entry with no back of the house activities using the front door for deliveries and/or service activities. Pantry, oxygen storage, mechanical and electrical rooms are to be accessed from a "service" drive at the rear of the Small
House Model. Allow for ample parking space for maintenance and service activities.
Assume enough parking space to allow access for a service pick-up and trailer.
14. Dining Room and Living Room should be one continuous space with a demising feature, i.e., fireplace or similar. The "corridor" is contiguous to both the Dining Room and Living
Room and is to be considered part of each respective space and use.
15. The site should be a minimum of 5 acres with a focus on guest/visitor parking at each
Small House Model entrance. Provide a minimum of twenty (40) general parking stalls and the required ADA compliant stalls for the Small House Model.
16. The Lessor shall provide on-call janitorial housekeeping and maintenance (buildings, landscaping, snow removal) services (24/7) for the leased space, parking, public areas, entrances and all other common areas.
17. Lessor shall provide two ISP (Internet Service Providers) to the CLC for network distribution from the Community Center to the Small House Model. One ISP will be dedicated for VA Business wifi use and will terminate in the Community Center OIT
Room with structured cabling via conduit or cable tray (preferred) to the remaining
Small House Model.
The second ISP will be used for Public wifi access, cable/internet television connectivity and will be terminated in the Community Center Building Services Room with structured cabling via conduit or cable tray (preferred) to the Small House Model and Community
Center. Lessor to provide two separate wireless access point systems, (WAP) throughout the Community Center and each Small House Model for VA Business and
Public wifi use.
Section 5. Design Guide References
1. Refer to Department of Veterans Affairs (VA) Office of Construction and Facilities
Management Standards contained in the Technical Information Library (TIL) for

Site amenities need to conform to VA standards, with regards to items such as architecture, structural design, sustainable design, site/civil design, flag poles, electrical, fire protection, HVAC, interior finishes, door types and door hardware, signage and wayfinding, and physical security and resiliency requirements.
