Exhibit B - Vehicle Specifications Summary

Exhibit B is a vehicle specifications document for Washington State Department of Enterprise Services (DES) Statewide Contract 07621, which establishes mandatory requirements for the procurement of new, unused ADA-compliant vans, minivans, and specialty vehicles equipped with wheelchair ramps or lifts. The solicitation encompasses three primary categories: Category 1 (ADA Vans with 6,000-14,000 GVWR), Category 2 (ADA Minivans with 6,000-14,000 GVWR), and Category 3 (ADA Specialty Vehicles with 10,000-16,000 GVWR), each with multiple subcategories differentiated by fuel type (electric, hybrid/plug-in hybrid, diesel, or gas) and entry configuration (side or rear). All vehicles must accommodate a minimum of two wheelchair positions and comply fully with ADA requirements, Federal Motor Vehicle Safety Standards (FMVSS), and relevant accessibility regulations prior to delivery. Bidders are required to select applicable categories and subcategories, confirm compliance with all mandatory specifications by responding "yes," "no," or "alternative," and provide written explanations for any non-compliant specifications. The document specifies that vehicles requiring federal funding must meet Federal Transit Administration (FTA) requirements and Altoona testing certification, unless exempted documentation is provided; vehicles with only limited modifications (e.g., lift addition or raised roof) performed in strict compliance with manufacturer guidelines may be exempt from Altoona testing.

The specifications establish comprehensive technical requirements across nine primary sections: chassis dimensions and components (interior height, aisle width, engine type, transmission, braking systems, alignment, traction control, windows, steering, and backup alarms); body construction (flooring, windows, sun visors, storage, undercoating, bumpers, and mud flaps); vehicle features (passenger seats, seatbelt cutters, wheelchair lift/ramp accessibility, interlock systems, wheelchair securement, and heating/cooling); lighting systems (interior, courtesy, entrance door, exterior, and engine compartment); safety kits (first aid, fire extinguishers, and warning triangles); service and warranties (maintenance schedules, quality assurance, tire coverage, lift/ramp warranty, structural warranty, installation/labor warranty, component warranty of one year/12,000 miles, pre-delivery inspections, and hands-on operational training); and compliance with FMVSS and Altoona testing requirements. Bidders may propose alternative vehicles that are new market products with similar functionality but different technical specifications, subject to sourcing team evaluation. All awarded bidders must furnish warranty parts at no cost during established warranty periods and assist in coordinating repairs, while providing comprehensive warranty documentation and pre-delivery vehicle inspection opportunities to purchasers.

ALTOONA TESTING REQUIREMENTS
9.01
All dealer/manufacturers must be Altoona tested and certified if applicable (Altoona testing is not required only when exempted documentation is provided to the contract administrator from the FTA). Modified wheelchair-accessible vehicles typically have dropped floors and revised suspensions. These are major changes from the stock vehicle and therefore Altoona testing is required. The requirement for Altoona testing would depend on the extent (if any) to which the vans are modified from the stock configuration. If vans have had only limited modifications (e.g., adding a lift or raised roof) performed in strict compliance with the Manufacturer’s Vehicle Modification Guidelines, then the Bus Testing Regulation (49 CFR Part 665) would consider them to be "unmodified mass-produced vans" and they would be exempt from Bus Testing ("Altoona testing") requirements. Vehicles must meet a minimum performance standard to receive an overall passing score and be eligible for purchase. Vehicles that fail to meet performance standards would be ineligible for purchase with FTA and WSDOT funds and ineligible for purchase on DES Statewide contract 07621 until the failures are resolved.

ALTOONA TESTING REQUIREMENTS
10.01
All dealer/manufacturers must be Altoona tested and certified if applicable (Altoona testing is not required only when exempted documentation is provided to the contract administrator from the FTA).The Federal Transit Administration (FTA) requires vehicles to go through Altoona testing requirements when federal funding is being used to purchase vehicles. Vehicles must meet a minimum performance standard to receive an overall passing score and be eligible for purchase using FTA financial assistance. Vehicles that fail to meet performance standards would be ineligible for purchase with FTA and WSDOT funds and ineligible for purchase on DES Statewide contract 07621 until the failures are resolved.
