About this file
This document is a Technical Requirements and Specifications guideline issued by the City of Atlanta Department of Watershed Management (DWM) for Closed Circuit Television (CCTV) Program Services. The guideline establishes hardware design and software implementation standards for CCTV system infrastructure applicable to all DWM facilities and remote sites, including Capital Improvement Program (CIP) and internal City automation projects. The document provides comprehensive specifications for CCTV hardware components including patch panels, field network panels, managed switches, servers, workstations, and video cameras, along with detailed operating system and Video Management System (VMS) software requirements. All contractors and consultants engaged by the City must adhere to these guidelines for CCTV system design and implementation.
The technical specifications establish minimum, recommended, and high-performance requirements for servers and workstations to support video streams ranging from 300 to 500 cameras with 30-day video retention recorded 24 hours daily. The VMS must be Genetec-based with IP-based architecture supporting 1080p or higher resolution cameras at 15 to 30 frames per second using H.264 or H.265 compression. All systems must employ RAID-5 redundancy for storage protection and operate on Windows Server 2019 or better with SQL Server 2019. Vendor responsibilities include providing Genetec licenses, one-year enterprise support with three-year software maintenance agreements, administrator training and certification, comprehensive testing, as-built documentation, and one-year on-site warranty for all parts and labor. Network infrastructure must utilize Cisco managed switches with fiber optic communications for distances exceeding 300 feet, and all CCTV systems must be powered by centrally-located UPS units sized to maintain operations for a minimum of 30 minutes during power loss.

DWM CCTV SYSTEMS GUIDELINES
CCTV Hardware
The CCTV systems should be designed for high-availability due to the importance of safety for Employees, Property and vendor at various facilities and remote sites. To minimize downtime and maintain an acceptable level of availability, redundancy should be used for critical components within the CCTV systems. UPS Power failure, VMS Hard Drive failure, POE Managed Switch failure, communications failure, and any other failure that may cause the CCTV system to be inoperable.
Patch Panels
Patch Panels are to be located indoors at a location inside a room designated for electrical equipment, and away from high-humidity or corrosive areas. Installing panels outdoors and in other locations shall be Fiber Patch Panels approved by the DWM on a case-by-case basis. Panels shall be built in accordance with ICEA S-83-596 ICEA Standards for Fiber Optic Premises Distribution Cabling Current Edition.
Field Network Panels FNPs serve as a local area hub for fiber optic cable and distribution of communication services in the local area. The FNP will house fiber optic and copper cable management components as well as a Managed network POE+ switch, miscellaneous communications components such as interface modules and media converters as required for the automated network. An open FNP shall be a NEMA 12 or NEMA 4/4X enclosure with Locking Door and A/C depending on the environment unless it is installed in a dedicated computer equipment room, in which case, an open equipment rack is acceptable. The FNP shall be labelled with an asset tag number as follows:
AANETBBBB, where:
AA= two-digit area number
NET= Switch designation number
BBBB= Patch Panel and Port Number

2.1.1.4 Power Supplies \ UPS
All CCTV System Severs, routers and switches are to be powered by a UPS. However, it is not desired to have individual UPSs for each device. It is preferred for vendor to provide a single UPS centrally located where all devices can be powered from a common UPS. The UPS will have the proper load rating drawing Less than 20% of the load, a bypass switch and 1 or more Ethernet ports for management supervisory capabilities. The UPS shall be a stand-alone UPS dedicated to powering the CCTV System and associated equipment.

Redundancy and Fault Tolerance
All CCTV camera footage and video feeds will be stored and backed up on a Redundant Array of Independent Disks (RAID). A minimum of RAID5 for all disk storage arrays, unless authorized by the
OSSEM\DWM.
Advantages of RAID
When using RAID, you can have multiple hard drives working together to make one large volume. This allows you to increase your storage space.
RAID can also help protect your data in the event one hard drive fails.
It can also help minimize data loss due to hardware errors or power outages.
RAID arrays are commonly used in tandem with replicated storage systems. Some replicated storage systems make use of more than one RAID array to ensure business continuity.
Advantages of RAID
