About this file

This is a Scope of Work document for the City of Westminster's multimodal trail project located in Ranch Creek Open Space. The project involves designing and constructing an 8-foot wide, soft-surface trail approximately 3,200 feet in length, supporting walking, biking, and other non-motorized activities. The trail will incorporate ADA-compliant features, drainage considerations, and signage, with portions potentially traversing wetlands. The contractor will be responsible for survey and environmental assessments, obtaining necessary local, state, and federal permits, developing design concepts, preparing detailed drawings, and implementing environmental mitigation strategies.

The contractor must possess professional expertise including landscape architects, civil engineers, environmental specialists, urban planners, and a certified trail builder. Minimum requirements include knowledge of relevant guidelines, stakeholder engagement capabilities, necessary equipment, and liability insurance. The contractor must also be registered with the Colorado Secretary of State. Deliverables include preliminary and final design plans, cost estimates, permit applications, completed trail with environmental restoration, and a maintenance and monitoring plan. The project includes a three-year post-construction monitoring period, during which the contractor must address any deficiencies in hydrological stability, vegetation regrowth, or wetland restoration.

Ranch Creek Open Space Multimodal trail scope of work:

The objective of this project is to design and construct an 8 foot wide multimodal soft surface trail that is approximately 3,200 feet in length located completely in Ranch Creek Open Space. The trail will support walking, biking and other non-motorized activities while incorporating ADA compliant features, drainage considerations and signage.

Parts of this trail may be located through wetlands. Design and permitting considerations will need to be made to accommodate this environment. The contractor shall also develop mitigation strategies for wetland impacts and include erosion control measures such as silt fencing, sediment basins or biodegradable blanket.

The contractor shall have a survey and environmental assessment done to determine and confirm all wetlands and property boundaries and obtain all necessary local, state and/or Federal permitting for the duration of the project. It is also the contractor’s responsibility to coordinate with utility and location companies and address conflicts and coordinate trail relocations as necessary. The contractor shall develop and produce preliminary design concepts for the trail alignment, surface and construction materials, and amenities. If approved by the project manager or representative, the contractor shall prepare detailed design drawings including grading, drainage, and erosion control plans. The contractor shall also furnish a restoration plan for after completion of the project to be approved by the project manager. ADA compliance and trail markers for safety and wayfinding shall be included in the design.

Materials shall be industry standard, low maintenance and suitable for a multimodal soft surface trail.

Construction:

The contractor shall clear and grade the site per design specifications and remove and haul off obstructions, debris, overburden and vegetation. Subgrade shall be designed and installed to provide a stable foundation and drainage issues will be addressed using appropriate solutions and materials.

Trail shall be constructed according to design-specified width and thickness, signage and markings shall be installed, and restoration shall take place along affected areas.

Regular inspections shall be conducted to ensure adherence to design standards

These inspections (walk throughs) shall be conducted before and after key milestones including after surveying and trail layout is complete, clearing and grubbing, before and after rough grade, before and after drainage control installations, before and after trail material install, and final inspections.

Additionally, weekly inspections shall take place during less critical phases.

A post construction monitoring plan will then be provided and any deficiencies in hydrological stability, vegetation regrowth or wetland restoration shall be addressed by the contractor for 3 years after project completion.

Revegetation and re-seeding specifications will be provided by the city and shall be followed by the contractor. This will be verified by city staff.

Minimum Requirements

Contractor must have the following:

1. Professional expertise such as an experienced landscape architect, civil engineer, environmental specialist, urban planner and certified trail builder certified by the Professional Trail Builder's Association on-staff.

2. Knowledge of state, federal and local guidelines such as zoning, environmental considerations and protections, ADA act, and sustainable trail design.

3. Ability to engage stakeholders.

4. Necessary equipment for project completion.

5. Liability insurance.

In addition, the contractor must be registered with the Colorado Secretary of State in good standing.

Deliverables:

1. Preliminary design plans and final construction drawings

2. Cost estimates and schedules
