About this file
This document is a Qualification Affirmations form for a Request for Proposal (RFP No. 2025-31) issued by the Office of Superintendent of Public Instruction (OSPI) in Washington State, seeking a consultant to administer a statewide special education mediation system. The project requires a contractor to establish an accessible, culturally and linguistically responsive mediation system that complies with the Individuals with Disabilities Education Act (IDEA) and Washington Administrative Code, including a statewide Individualized Education Program (IEP) Meeting Facilitation Project.
The document outlines minimum and additional desired qualifications for potential bidders, which include being licensed to do business in Washington, having expertise in special education law, demonstrating business infrastructure to maintain a statewide mediation system, and possessing experience working with diverse populations and as a neutral facilitator or mediator. Consultants must meet these minimum qualifications to be considered responsive, and those not meeting the criteria will be rejected without further evaluation. The form requires bidders to certify their qualifications under penalty of perjury and includes signature lines for formal acknowledgment of the proposed requirements.
