About this file

This document is Exhibit B of RFP AADA 2027-0086 issued by the Colorado Department of Personnel & Administration (DPA) for a Cloud-Based Archival Records Management System for the Colorado State Archives. The RFP requests detailed offeror responses across eight key evaluation categories. Offerors must address their organizational experience with archival collections management systems and government archival work, describe their records migration processes, and identify tools in development or recently implemented. Personnel responses must detail how offerors will provide sufficient Key Personnel and Other Personnel, including position titles, responsibilities, hours per week dedicated to the work, personnel replacement plans, and any subcontractor utilization with percentages of work assigned. References must include up to five letters of recommendation from previous clients, preferably government entities, with any associated corrective action plans.

Offerors must provide detailed specifications addressing how their proposed system meets Exhibit A requirements, including report templates, data backup methods with SOC 2 Type 2 audit documentation, security compliance, import/export capabilities, bulk editing tools, search functionality, and average search times. Responses must demonstrate accessibility compliance with WCAG 2.1+ standards, including Voluntary Product Accessibility Templates (VPAT version 2.4+) or Accessibility Conformance Reports, and describe automated and manual accessibility testing practices. Offerors must confirm possession of or ability to develop a Business Continuity Plan covering the outlined work. Implementation responses must address data migration collaboration, processes, internal controls, estimated timeline from award to go-live, and methods for identifying and resolving problematic legacy data. A completed cost proposal using Exhibit C - Pricing Worksheet is required.
