About this file

This document is an Exhibit B containing offeror response questions for RFP AAAA 2027-0062 issued by the Colorado Office of Sustainability for Utility Management Software. The RFP seeks a comprehensive software solution to manage utility consumption data and optimize energy efficiency across state facilities. Potential respondents are required to address detailed technical and operational questions that clarify system capabilities, implementation timelines, data integration requirements, and ongoing support provisions. The questions are structured to ensure all proposals contain consistent information addressing the state's specific needs for utility tracking, reporting, and management functionality. Bidders must submit complete responses to all posed questions as part of their formal proposal submission.

The response questions focus on vendor qualifications, system architecture, data security protocols, user support structures, training requirements, and pricing models. Specific inquiries address the software's ability to integrate with existing state systems, scalability for multiple facility types, customization capabilities, and compliance with state and federal regulatory standards. Questions also explore implementation timelines, transition procedures from current systems, and post-award support arrangements. The document establishes evaluation criteria by requiring detailed technical responses that demonstrate vendor capability to deliver and maintain a robust utility management platform meeting Colorado's operational requirements and long-term sustainability goals.
