About this file

This is a Bid Schedule (Exhibit B) for Invitation for Bid (IFB) 2017000239, detailing the technical and functional requirements for a semi-portable axle scale system. The procurement requires one semi-portable axle scale with one pair of 11-foot wireless weighing platforms featuring a 120,000-pound capacity, four 5.5-foot weighing pads, and four easily attachable ramps. The scale system must include a PT20 CPU/Indicator (scale head) capable of digital communication via cables or wirelessly, a built-in thermal printer, and three 15-foot plus two 50-foot digital interface cables with quick disconnect connectors. All load cells must be NTEP certified to 5,000 divisions, feature stainless steel hermetically sealed construction, and provide digital output signals enabling interchangeability of system components without recalibration. The CPU/Indicator must display individual and cumulative axle weights, support data export via RS232 or USB, maintain storage for 2,000 or more weight transactions, and provide at least 200 hours of battery life with both 120 VAC and 12 VDC power options.

The bid schedule establishes mandatory warranty and support requirements including a minimum one-year manufacturer warranty on equipment and six-month warranty on digital cables, with defects replaced or repaired at no cost. Free technical support must be provided for a minimum of one year, and on-site training must occur at least once during the warranty period. The submission requires documentation of the return authorization process and provision of training materials via manuals and digital media. Bidders must complete all sections of the bid schedule with unit costs, confirm requirement compliance, and submit supporting documentation including proof of vendor registration with VSS, a W9 form, NTEP certificates, and a Certificate of Good Standing. Optional items include preventative maintenance plans, extended warranties for years two through five, and additional technical support and training costs beyond the initial year.

BID ITEM UNIT COST REQUIREMENTS MET?

YES OR NO

Section 1: Semi-Portable Axle Scale

Semi-portable Axle Scale with one (1) pair of 11-ft wireless weighing platforms (120,000 pound capacity) including four (4) 5-1/2 foot weighing pads

Weighing platforms designed to work in both wireless and wired configurations

Scales with four (4) easily attachable and detachable ramps designed to be affixed at each end of each deck; no more than 18” each in length

Ramps have handholds at each end to increase for safety

Ramps constructed of a highly durable material to prevent deformation AND available commercially.

Scale dimensions, inclusive of ramps, less 14’2”L x 32” W x 3 1/2” aluminum or 5-1/2” steel

Scales have weight capacity of 30,000 pound per single weighing element and 60,000 pound per pair with x50 pound graduations

Scales designed to withstand up to a 50% overload with no change in calibration and 100% overload without damage

Each semi-portable axle scale uses four (4) fully electronic shear beam type load cells, hermetically sealed and of stainless steel construction

Load cells are commercially available

Scale system DOES NOT use proprietary, mechanical or hydraulic load cells

IFB 2017000239 Page 2 of 5

Load cells of each axle scale provide a single digital output signal.

The single output signal is digital to enable any of the system’s cables or indicators to be connected to the scale without having to perform calibration

Load cells are NTEP certified to 5,000 divisions by the National Institute of Standards and Technologies

Scales provide digital output communication regardless of configuration

Each platform completes its own analog to digital conversion, enabling the calibration and other performance data to be independently stored

Digital signal promotes low interference, interchangeability of all cables, CPU/Indicators and platforms without recalibration of the system

Uses standard alkaline or rechargeable NiMH or NiCad batteries

Section 2: PT20 CPU/Indicator (aka Scale Head)

Digital Input CPU/Indicator included as part of the proposed system

Digital Input CPU/Indicator designed to communicate digitally via cables or wirelessly with the scale decks?

Digital Input CPU/Indicator provides a means to display, print, save and retrieve weighing records?

If AX9000 Semi-portable scales: Is the CPU/Indicator the Intercomp PT20 CPU?

IFB 2017000239 Page 3 of 5

If AX9000 equivalent: Does the included CPU/Indicator perform the same functions as the Intercomp PT20 CPU?

Does the CPU/Indicator have a display that simultaneously displays individual applied axle weight, accumulative axle group weight and total weight for each weighing transaction?

Does the CPU/Indicator include the following functions: on/off, zero, clear, axle accumulation, screen adjust, back light, low battery alert, reset, time and date?

Does the CPU/Indicator save, retrieve and export weighing records using an RS232 or USB to interface?

If applicable, is the scale system software compatible with MS Windows 2010 operating system?

Built-in thermal printer in an IP52 (Open)/IP67 (Closed) environmentally hardened case?

Able to print Individual axle and/or group weight(s), total weight, date, time and vehicle ID, vehicle and user information

Sufficient internal memory for storage and retrieval of 2,000+ weight transactions

Equipped with an alpha-numeric keypad to allow for the optional data entry of Vehicle and User information

Be interchangeable with any scale or system of the same make and model without requiring recalibration have at least 200 working hours of battery life and come with both a 120 VAC charger and a 12 V DC power kit for field use

In cabled mode, platforms should receive power from the DC power provided by the PT20 CPU/Indicator

Section 3: Digital Cables

System works both with and without cables?

Three (3) 15 foot digital interface cables included?

Two (2) 50-foot digital interface cables included?

Cables constructed with quick disconnect metallic connectors so as to be interchangeable with any semi-portable scale system of the same make and model without recalibration?

Section 4: Warranty and Support

Manufacturer Warranty on equipment – at least 1 year

Manufacturer Warranty on digital cables – at least 6 months

Manufacturer defects replaced or repaired at no cost. Please describe the return authorization process.

Technical Support –Free for one (1) year minimum

Training materials provided via manuals, CD and or DVD?
