About this file

This is an Exhibit A Statement of Work for Invitation for Bid (IFB) 2017000239 issued by the Colorado State Patrol (CSP) Port of Entry (POE). The CSP POE seeks to procure semi-portable axle scales for use in commercial vehicle weight enforcement across ten mobile weighing units deployed throughout Colorado's highway districts. The solicitation specifies the Intercomp AX900 Wireless RF Semi-Portable Scale System with the Intercomp PT20 RFX Wireless Indicator/CPU, or an NTEP III certified equivalent system that meets all outlined specifications. The procurement includes one pair of 11-foot digital weighing platforms with 120,000 pound capacity, a digital CPU/Indicator with thermal printer and data management capabilities, and digital cabling in two different lengths (three 15-foot cables and two 50-foot cables) with quick disconnect connectors to support both wireless and wired configurations.

The statement of work establishes comprehensive technical specifications requiring that scale systems be lightweight aluminum construction with deck heights not exceeding 3.6 inches, operate in temperatures from 14 to 104 degrees Fahrenheit, measure axle loads within plus or minus 50 pounds with plus or minus 1 percent accuracy, and withstand heavy repetitive use on unimproved surfaces. All systems must use commercially available alkaline, NiMH, or NiCad batteries and include four fully electronic shear beam load cells certified to 5,000 divisions by the National Institute of Standards and Technologies. The vendor must provide a one-year manufacturer warranty covering all equipment except cables (which carry a six-month warranty), one year of technical support at no additional charge, appropriate training materials, and on-site instruction and training at least once during the warranty period. Where bidders propose systems other than the Intercomp AX900, they must provide proof that the system has been used by a state law enforcement agency for a minimum of one year and submit references from those agencies.

EXHIBIT A

STATEMENT OF WORK

1. BACKGROUND

The Colorado State Patrol (CSP) Port of Entry (POE) is entrusted with protecting the infrastructure of the state of Colorado’s highways and with the enforcement of applicable size, weight, safety, and revenue rules, regulations and statutes. As part of its enforcement network, the CSP POE operates 10 mobile weighing units. Each of these 10 mobile units relies upon semi-portable axle scales to provide consistent and accurate commercial vehicle weight enforcement within each CSP POE district and throughout the state of Colorado.

2. GENERAL REQUIREMENTS

The CSP POE seeks semi-portable axle scales that are durable, accurate, reliable, low-profile, lightweight, easy-to-use and designed for outdoor use. For compatibility with existing hardware and software, the CSP POE seeks the Intercomp AX900 Wireless RF Semi-Portable Scale System complete with the Intercomp PT20 RFX Wireless Indicator/CPU, or its NTEP III certified equivalent, with all optional cables and accessories to operate the scale system in both wireless and wired configurations. Offerors must confirm in writing that they are offering either the Intercomp semi-portable scale system model specified, or equivalent system that meets the configuration and system specifications outlined in this Statement of Work.

Any scale system bid must meet the following minimum preliminary criteria:

• Designed to operate outdoors and above-ground and be lightweight. System must be easy to use, maintain and repair.

• System scale pads should be able to be attached to chains or other similar medium in order to safely winch the pads onto and into a scale trailer.

• Communicate digital information using an RF Wireless signal or optional digital cables with quick-disconnect connections that must be included as part of the semi-portable scale system.

• Operate using commercially available standard alkaline, NiMH or NiCad batteries. Systems utilizing proprietary battery packs or configurations will not be considered.

• Primarily designed for commercial vehicle weight enforcement. Must be designed to weigh single, tandem, triple, and spread axle commercial vehicle configurations.

• Be NTEP III Certified by the US National Institute of Standards and Technologies for use in direct enforcement of weight regulations and laws. Proof of certification for semi-portable scale system must be included in bid submission materials.

• Be classified as semi-portable and designed to be transported using an axle scale trailer over the open road.

• Designed to specifically delineate information related to individual axle, group axle and gross weights of commercial vehicles.

• Be constructed of lightweight aluminum with diamond tread plate surface construction.

• Have a deck height no greater than 3.6 inches and a deck width of no more 32 inches.

• Be designed for heavy, repetitive use. System should be easily calibrated and the calibration secured against accidental destruction. System users shall not be required to use calibration curves when calibrating unit. Calibration tag(s) shall be placed upon/affixed to the scale.

2 of 5| E x h i b i t A S t a t e m e n t o f W o r k

Calibration certificates or reports and any special tools or equipment necessary to calibrate the semi-portable scale system, with the exception of dead weights, must be supplied with the system. All adjustments to calibration must be able to be entered using the keypad provided on the CPU/Indicator.

• Be calibrated to standard gravity.

• The semi-portable scale must indicate within tolerance over a one-year calibration interval.

• Include approved drawings and instructions to promote correct installation and proper service.

• System shall be complete when delivered, including all items necessary to weigh vehicles in wireless or cabled configurations. The semi-portable scale system as delivered must be free from defects affecting performance, strength and safety. The system shall measure axle loads accurately under stress (high volume, high weight, high/cold temperatures, etc.), over the weighing range, within +/- 50 lbs. with an accuracy rating of +/- 1% of reading.

• System shall be rated to perform in varied temperatures ranging from 14 to 104 degrees Fahrenheit.

• Designed so that it can measure axle loads accurately and repeatedly, over the weighing range, within +/- 50 lbs. This allowable error shall include all error effects inclusive of calibration uncertainty; display increment rounding; loading errors; creep over 30 minutes; temperature variation of +/- 5 degrees Fahrenheit; non-linearity; and zero shift.

• Designed for use in rugged conditions and over unimproved (i.e., hard-pack earth or gravel) surfaces.

• Have a shipping weight not to exceed 400 lbs. per aluminum platform and not to exceed 600 lbs.

per steel platform. Aluminum is preferred.

• In the event a system other than the Intercomp AX900 Semi-Portable Scale System is proposed, the system proposed must have been in use by a state law enforcement agency for a minimum of one year. In this circumstance, bidders are required to provide with their offer a list of references from those state agencies using the same type of scale proposed for overweight vehicle enforcement

3. MANDATORY REQUIREMENTS

The semi-portable scale system will have three (3) main components: a pair of 11-ft digital weighing platforms; a digital CPU/Indicator (also known as a scale head); and digital cabling having quick disconnect connectors to be included with system for use in optional wired configuration. The relevant, minimum features of these components are herein detailed.

1. Semi-Portable Axle Scale

5-1/2 foot weighing pads. Weighing platforms must be designed to work in both wireless and wired configurations.

• Scales should come with four (4) easily-attachable and detachable ramps designed to be affixed at each end of each deck.

o Ramps should be no more than 18” each in length.

o Ramps should have handholds at each end to increase the ability of personnel to safely pickup, hold and move scales.

o Ramps should be constructed of highly durable material to prevent deformation as a consequence of repeated stress and should be available commercially in the event they must be replaced.

3 of 5| E x h i b i t A S t a t e m e n t o f W o r k

• Overall size dimensions of scales, inclusive of ramps, should not exceed 14’2”L x 32” W x 3 1/2” aluminum or 5 ½” steel. Aluminum is preferred.
