About this file
This document is a Vendor Technical Questionnaire for Fermilab's solicitation (Number 368534-RK) seeking fabrication of Tunnel Transfer Line Control Valves for the PIP-II particle accelerator project. The questionnaire requires offerors to demonstrate technical capabilities across five minimum requirements, including documented experience with cryogenic valves in particle accelerator radiation environments, specifically valves for 2 Kelvin helium service, control valve capabilities using Siemens SIPART PS2 positioners, and ability to meet specified delivery schedules. Vendors must comprehensively detail their compliance with each requirement, with explicit warning that failure to check compliance boxes or provide required details may result in disqualification.
The solicitation is a best-value trade-off source selection issued by Fermi Forward Discovery Group, LLC on behalf of the Department of Energy's Fermi National Accelerator Laboratory, with proposals due by May 19, 2025. Offerors must submit a two-part proposal including technical and business/management sections, with evaluation criteria focusing on technical merit, quality, delivery requirements, management control, and past experience. The contract is for manufacturing control valves, with delivery terms set as FOB Destination at Fermilab in Batavia, IL, and the North American Industry Classification System (NAICS) code is 332911 for Industrial Valve Manufacturing, with a small business size standard of 750 employees.
