About this file
Exhibit B is a document detailing the Rules and Regulations for the Santa Monica Pier Carousel, associated with the City of Santa Monica's contract opportunity for Carousel Operation and Management. The document provides comprehensive guidelines for carousel operators and riders, specifying operational requirements such as maintaining at least two operators present when the carousel is in motion, and establishing strict rules about rider behavior, safety, and permissible activities. Key operational constraints include weight limits of 200 lbs per horse, restrictions on the number of riders per horse based on row position, prohibitions on standing or bouncing during rides, and explicit bans on food, drinks, pets, smoking, and intoxicated patrons.
The rules emphasize safety and appropriate use, granting carousel operators and Santa Monica Police Department authority to remove individuals whose behavior is deemed inappropriate, unsafe, or a threat to public safety. Additional restrictions cover commercial filming, requiring appropriate permits and insurance, and outline specific behavioral expectations such as prohibiting mounting or dismounting while the machine is in motion, hanging objects from horses, and interfering with operator performance. These detailed regulations appear designed to ensure a safe, controlled environment for carousel users and maintain the integrity of the facility during operation.
