About this file
This is a Request for Proposals (RFP) issued by the City of Santa Monica, California, for the operation and management of the Santa Monica Pier Carousel. The RFP seeks qualified persons or firms to manage the historic Looff Hippodrome Carousel, a 1922 hand-carved Philadelphia Toboggan Company carousel located on the Santa Monica Pier. The contract is for an initial three-year term with two optional one-year renewals, to be exercised at the City's discretion. The RFP was released on January 19, 2024, with a deadline for questions on January 25, 2024, and a proposal submission deadline of February 16, 2024, at 5:00 pm.
The selected operator will be responsible for daily management, maintenance, and operation of the carousel, including staffing, ticket sales, and maintaining the facility in a clean and safe condition. The City will pay the operator for minimum operating hours and a reasonable management fee, with the operator expected to collect ride revenues that will partially offset operating costs. The carousel is not only a public attraction but also a venue for private events, film productions, and special occasions. The City has engaged a separate facility booker for event coordination and has a separate concessionaire for the carousel gift shop. Proposers will be evaluated based on customer service, managerial capacity, experience, responsiveness, cost, and references, with a minimum qualifying score of 60 points required.

The Santa Monica Pier, one of the few remaining and the oldest pleasure pier from California’s past is also home to one of the west coast’s last seaside Carousel. The Looff Hippodrome, which houses the Carousel, was built in 1916 by amusement developer Charles Looff and is listed on the National Register of Historic Places. The Looff Hippodrome is the principal stylistic and historic element of an ever-changing collection of amusement facilities at the Santa Monica Pier.
The Santa Monica Pier Carousel was hand carved in 1922 by Philadelphia Toboggan Company and is an illuminated, three-abreast machine comprised of forty-four handcrafted horses and two chariots. Its original Wurlitzer band organ and several vintage arcade games accompany the Carousel.
The Santa Monica Pier Carousel has become one of Southern California's choice event sites a wide variety of events including birthday parties, weddings, holiday celebrations, charity fund-raisers, and film and television productions. The Carousel was prominently featured in the classic film "The Sting," starring Paul Newman and Robert Redford.
The City of Santa Monica is requesting proposals from interested and qualified persons or firms to manage, operate, supervise and maintain the Carousel. The Operator will be expected to manage the facility in a manner that provides a high level of access and use by the public, a family orientation, a clean, safe and attractive environment, and excellent customer service. The Operator shall be expected to provide management services and staff during the operating hours for the general public, as well for private parties, events and commercial filming which occur before and/or after public operating hours in coordination with the Carousel Booking Agent.
The City has engaged the services of a facility booker/event coordinator to advertise, promote and manage special events, private parties and commercial filming rentals of the facility. Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified personal benefits or campaign advantages from a person or entity after the official votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a

In order to facilitate compliance with the requirements of the Oaks Initiative, the City compiles and maintains certain information. That information includes the name of any person or persons who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an individual person, the information includes the name of every person who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity. Therefore, if you are seeking a “public benefit” covered by the Oaks Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This information must be updated and supplied every 12 months.

Selection of a proposer with whom the City enters into contract negotiations with, or a recommendation of an award by the Evaluation Committee or any other party, does not constitute an award of Contract. Once the City formally awards the contract, the successful consultant will be notified to enter into an agreement. If the selected consultant does not enter into the agreement, the City will begin negotiations with the second highest ranking proposing consultant.
Please review all contract forms prior to submitting a proposal. The City of Santa Monica intends to use these forms as the baseline agreements with the successful consultant. The City will not entertain proposals to make material changes to the contract form once the project has been awarded. If you wish to request changes to the contracting forms, you must do so during the proposal process. In addition, the City requires compliance with several other policies and ordinances, proposing consultants will need to complete these Exhibits and submit with their Proposal.
The RFP document and the successful proposal response, as amended by agreement between the City of Santa Monica and the successful consultant, will become part of the contract documents. Additionally, the City of Santa Monica may verify the successful consultant’s representations that appear in the proposal. Failure of the successful consultant to perform as represented may result in elimination of the successful consultant from further negotiation or in contract cancellation or termination.
No oral explanation or instruction of any kind or nature whatsoever given before the award of a contract to a consultant shall be binding. The City of Santa Monica shall not be bound, or in any way obligated, until the City has awarded the contract and all documents have been executed. The proposing consultant may not incur any chargeable costs prior to final contract execution.
