About this file

The document is a Byrd Anti-Lobbying Amendment Certification form, applicable to federal contracts, grants, loans, and cooperative agreements exceeding $100,000. The certification requires the contractor to affirm that no federal appropriated funds have been or will be paid to influence or attempt to influence any government officials in connection with the awarding or modification of federal financial assistance.

The certification mandates that if any non-federal funds are used for lobbying purposes, the contractor must complete and submit a Standard Form - LLL "Disclosure Form to Report Lobbying." Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The form must be included in all subaward documents at all tiers, and subrecipients must similarly certify and disclose their lobbying activities. The document is specifically linked to the Riverwalk Trail Maintenance project in Florida, though the lobbying certification is a standard federal requirement for contracts exceeding $100,000.
