VISN 10 – Marion VA Clinic Replacement Lease (FY 2022) Agency Specific Requirements
1. Offeror Instructions
The Offeror is required to review all sections of this exhibit to understand and provide the tenant improvements (TI) and servicing requirements of the leased space to the U.S. Department of Veterans Affairs (hereafter referred to as “VA”). It is planned the VA will lease space that is a build-to-suit including site improvements.
The Building Lessor will be responsible for hiring an architect and engineer to develop construction package. Existing conditions must be field verified by the Building Lessor and all tenant improvements must be coordinated with and agreed upon by the VA during design and before construction.
2. Location Requirements
In addition to the requirements of the Sources Sought/Request for Lease Proposal document, the offered space must meet the following additional requirements:
2.1. The offered space shall be Clinic/Health Unit space as defined by Whole Building Design Guide [https://www.wbdg.org/space-types/clinic-health-unit].
2.2. The offered space shall be approximately 19,148 NUSF total, contiguous, and on the same floor.
3. Tenant Improvement Requirements
Section headers are organized utilizing MasterFormat 2004 (MF04). VA utilizes MF04 for construction project specifications and listing tenant improvement requirements in this manner will assist the Offeror with preparing the tenant improvement cost summary (TICS). The following link to the VA Technical Information Library (TIL), which contains Program Guide 18-1 (PG-18-1) Master Construction Specifications, is provided for further reference: https://www.cfm.va.gov/til/index.asp.
3.1. Division 00 – Special Sections
3.1.1. 00 20 00 Building Codes and Standards
For the purposes of this lease, the adopted building codes of the political jurisdiction in which the offered space is physically located shall apply to the design of the TI, unless noted below where VA requires compliance with the most recent version of VA or other Federal standards at the time of lease award.
Details on these requirements can be found in detail on the VA TIL Building Requirements for Leased Spaces [https://www.cfm.va.gov/til/leasing.asp].
Page | 2
Where a conflict exists between locally adopted codes and required Federal standards, the Offeror shall bring this to attention of the VA for resolution.
Reference VA Program Guide 18-3 (PG-18-3) Design and Construction Procedures, Topic 1 Codes, Standards and Executive Orders [https://www.cfm.va.gov/TIL/cPro.asp] for additional information on seeking resolution.

While similar, the accessibility standards set by the Americans with Disabilities Act (ADA) only apply to the building shell and site improvements, unless local building codes are more stringent than the ADA.
3.1.3 00 20 00 Life Safety
In the absence of a State or Local fire code, TI shall comply with the requirements of NFPA 101: Life Safety Code [https://www.nfpa.org/codes-and-standards/all-codes-and-standards/list-of-codes-and-standards/detail?code=101].
The Offeror shall provide a valid building Certificate of Occupancy issued by the local jurisdiction. However, if the building Certificate of Occupancy is not available or a local jurisdiction does not issue a building Certificate of Occupancy, the Offeror must obtain the services of a licensed fire protection engineer to verify the offered space and building meets all applicable local codes and ordinances to ensure an acceptable level of safety is provided.
3.1.4. 00 20 00 Seismic Safety
New construction which consists of new buildings or the construction of an addition to an existing building shall conform to the International Building Code [https://www.iccsafe.org/products-and-services/i-codes/2018-i-codes/ibc/].
