About this file
This is a Public Works Rate Sheet for the California Department of Corrections and Rehabilitation (CDCR) for Fire Alarm System Installation Services at Salinas Valley State Prison. The project involves the furnishing, installation, connection, and activation of a fully functional Fire Alarm System at the facility located at 31625 Highway 101, Soledad, CA 93960. The scope of work is divided into eight phases: Phase 1 covers submittals and fire alarm system design; Phase 2 addresses work plan approval; Phases 3 and 4 involve rough-in stage work for Buildings 423 and 433 (Facility A and B Diners, respectively); Phases 5 and 6 cover final connections for both facilities; and Phases 7 and 8 encompass testing, acceptance, and training for each building. The contractor must provide all labor, design, engineering, equipment, parts, devices, materials, programming, tools, installation, supervision, inspection, training, licenses, permits, insurance, bonds, travel, per diem, and all other expenses necessary to complete the work. CDCR will make monthly payments in arrears upon completion of each phase, with payment contingent on contractor invoice approval by the CDCR Representative.
Bidders must submit pricing for each phase in U.S. currency, with all highlighted cells in the Excel version completed; failure to provide a dollar amount for any item may result in bid rejection, and zero dollar amounts will be interpreted as performance at no cost to the State. The contract is subject to California Public Contract Code Section 6107, which provides reciprocal preference to California companies that meet specific residency and licensing requirements; bidders must certify under penalty of perjury whether they qualify as a California company. Bidders must disclose all proposed subcontractors performing work exceeding one-half of one percent of the total bid, including their names, addresses, California Contractors State License Board license numbers, Public Works Contractor Registration Numbers, and percentage of work to be performed. Prime contractors must additionally list all certified Disabled Veteran Business Enterprise (DVBE) subcontractors used to fulfill participation goals. Bidders may offer a discount of at least one percent (1%) with a minimum of $50.00 on invoices to be paid within thirty days of receipt; in case of a tie in bids, the lowest responsible bid with the highest discount shall prevail, and if discounts also tie, the awarded bidder shall be determined by public coin toss.
