About this file

This is a submission instructions document for the Colorado Department of Public Health & Environment (CDPHE) Newborn Screening Program Instrumentation and Reagents solicitation. Vendors may submit proposals through two methods: electronic submission via the Rocky Mountain E-Purchasing System (BidNet) at www.bidnetdirect.com/cdphe, or hard copy submission to the CDPHE Purchasing and Contracts Unit. Vendors choosing electronic submission should use the "Place a Bid" button within BidNet and must receive a confirmation page indicating successful submission. Vendors are strongly advised to submit proposals no later than one hour prior to the deadline to allow time for system processing, as uploads will cease promptly at the specified submission deadline. Hard copy submissions must be hand-delivered or sent via USPS, FedEx, or UPS to the CDPHE Mail Room at 4300 Cherry Creek Drive South, Denver, CO 80246-1530, addressed to Kristi Gamble, Purchasing Agent, with a minimum of two additional days allowed for USPS delivery.

Each hard copy submittal must include one original signed copy of Attachment 1 and one electronic version of the proposal on a USB flash drive in Word 2003 or newer format, or PDF. All packages must be sealed and clearly marked on the exterior with the vendor's name, solicitation number and title, and the proposal submission due date and time. Vendor registration with BidNet is free, though vendors may opt for a paid upgrade to receive automatic email notifications of matching solicitation opportunities. Vendors should not contact the procurement contact with technical issues; instead, BidNet Direct's Vendor Support Department can be reached at 800-835-4603, Option 2. The document emphasizes that vendors should complete registration early and avoid last-minute submissions to prevent delays or missed deadlines.

Exhibit A Submission Instructions:

Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes.

Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.

Hard Copy Submission

If a vendor elects not to submit a proposal via electronic submission, proposals can be submitted directly to CDPHE.

EMAILED PROPOSALS WILL NOT BE ACCEPTED
